Secretary-1 and wife attend 59th Anniversary of National Day of PRC

Secretary-1 of the State Peace and Development Council Lt-Gen Thiha Thura Tin Aung Myint Oo and wife Daw Khin Saw Hnin attended reception to mark the 59th Anniversary National
Day of the People’s Republic of China at Sedona Hotel on Kaba Aye Pagoda Road this evening.Also present on the occasion together with the Secretary-1 were Lt-Gen Myint Swe of the Ministry of Defence and wife Daw Khin Thet Htay, the ministers,the deputy ministers, senior military officers, officials of SPDC office and departments, ambassadors of the
embassies, Charges d’Affaires and guests.On arrival at Sedona Hotel, Secretary-1 of the State Peace and Development Council Lt-Gen Thiha Thura Tin Aung Myint Oo and wife Daw Khin Saw Hnin were welcomed by Chinese Ambassador to the Union of Myanmar Mr Guan Mu.
The Chinese Ambassador reported on the documentary photos of Bejing Olympics. Next, the national anthems of the two countries were played.The Secretary-1 and the Chinese Ambassador cut the 59th Anniversary National Day commemorative cake.Next, the secretary-1 and the diplomats had documentary photos taken. Chinese Ambassador Mr Guan Mu hosted dinner in honour of the Secretary-1 and wife and the guests.

USDA SG inspects farming in Magway Div

Secretary-General U Htay Oo of Union Solidarity and Development Association inspected cotton plantation in Magway Township and paddy fields in Taungdwingyi Township on 22 September.
During his inspection tour, U Htay Oo inspected removing weeds from the cotton plantation in Latpantaw village in Magway Town and broadcasting fertilizer on the 100-acre of rainfed Sinthwelat paddy field in Taungdwingyi Township.

USDA CEC member attends AGM of Shwebo District USDA

An Annual General Meeting of Shwebo District Union Solidarity and Development Association for 2008 was held at Yangyiaung Gymnasium of Shwebo Township on 27 September.CEC Member of the USDA Minister for Sports Brig-Gen Thura Aye Myint spoke on the occasion.
The CEC member accepted cash donation of wellwishers for AGM and presented the certificates of honour to them.The CEC member presented prizes to recipients of excellent
performance in social field, officials for the best pass rate of matriculation in the Division and the outstanding students,athletes and volunteers who rendered assistance in health care ervices in the storm-hit areas.

Secretary-1 receives Indian Ambassador

YANGON , 28 Sept--Secretary-1 of the State Peace and Development Council of the Union of Myanmar Lt-Gen Thiha Thura Tin Aung Myint Oo received Ambassador of the Republic of India to the Union of Myanmar Mr Bhaskar Kumar Mitra, who had completed his tour of duty, at the hall at 9th Mile, here, at 9 am today.

Also present at the call were Minister for Religious Affairs Brig-Gen Thura Myint Maung, Deputy Minister for Foreign Affairs U Kyaw Thu and Director-General Col Kyaw Kyaw Win of the State Peace and Development Council Office.

After the call, the Secretary-1 accepted 70 pictures depicting the life of the Buddha donated by the Indian Ambassador for Uppatasanti Pagoda being built in Nay Pyi Taw, and spoke words of thanks. Next, the Secretary-1 viewed the pictures.

Development tasks inspected in Monghsat

NAY PYI TAW , 28 Sept--Maj-Gen Min Aung Hlaing of the Ministry of Defence together with Chairman of Shan State (East) Peace and Development Council Commander of Triangle Region Command Brig-Gen Kyaw Phyo and departmental heads inspected the condition of Tachilek-Monghsat road section and thriving paddy plantations along it on 27 September. At Bayintnaung Yeiktha of Monghsat, Maj-Gen Min Aung Hlaing met with national race leader U Aik Lauk and party, frankly discussed regional development tasks and presented gifts to them. At Thiri Yadana Hall of Monghsat, Maj-Gen Min Aung Hlaing met with departmental officials, members of social organizations and townselders and presented sports gear to them.Next, he viewed trainees who were learning tailoring lessons at Vocational Training School for Women of Monghsat Education and Training Department and presented refreshments for the school.

Afterwards, Maj-Gen Min Aung Hlaing and party oversaw thriving 25-acre honey orange plantation, 7-acre paddy plantation and 35-acre rubber plantation and honey bee plantation of U Khattiya.

Yangon-Pathein Road under repair

YANGON, 28 Sept-- The Assistant Engineer (Civil), the Junior Engineer-1 (Sewage) and the Junior Engineer-2 (Sewage) courses, conducted by Public Works, concluded at the central training school (Thuwunna) yesterday morning, with an address by Minister for Construction Maj-Gen Saw Tun.

The courses lasted five weeks each attended by 53 traniees. The minister left for Hlinethaya Road Camp and gave instructions to officials on maintenance of Yangon-Pathein Road. Next, he inspected maintenance and repaving of road sections on Yangon-Pathein Road and gave instructions to engineers.

USDA development tasks in Kachin State

Secretariat member of Union Solidarity and Development Association (Kachin State In-charge)Minister for Communications,Posts and Telegraphs Brig-Gen Thein Zaw on 20 September met with local residents at Pamate village.The minister presented books and cash assistance and Deputy Commander of Northern Command Brig-Gen San Tun, USDA uniforms to them.At Kanpu village, the minister and Deputy Commander met with local people.The minister gave necessary instructions in meeting with the people of Madaine Village of Winemaw Township.On 21 September, the minister met with townselders at Nanmate Basic Education High School in Moegaung Township and presented books to them.
Afterwards, Moegaung Township USDA Secretary accepted 1550 membership applications and Kachin State USDA Secretary presented USDA uniforms to them.Next, the minister met with responsible persons, members of social organizations and townselders at affiliated BEMS (Branch) in Gyunbintha Village of Moegaung Township.Later, the minister gave a speech at USDA Annual General Meeting 2008, held at Moegaung Hall of Moegaung Township. The minister and Deputy Commander awarded the outstanding students at the meeting.Later, Secretary of Kachin State USDA accepted 3200 membership applications presented by Township USDA Secretary.Afterwards, the minister awarded teachers and USDA members who volunteered for rehabilitation in storm-hit regions.The minister met with townselders of Natgyigone ward of Moegaung Township. In-charge engineers reported on installation of D-Amps cellular system machines at D-Amps Cellular system machine room of
Moegaung Township and the minister gave necessary instructions.

850 villagers in Myitkyina Tsp join USDA

Patron of Kachin State Union Solidarity and Development Association Chairman of Kachin State Peace and Development Council Commander of Northern Command Brig-Gen Soe Win and Secretariat Member of USDA Minister for Communications, Posts and Telegraphs Brig-Gen Thein Zaw met with residents in villages in Myitkyina Township, Kachin State, on 19 September.At the meetings,the secretary of Kachin State USDA accepted 250 membership applications for USDA at Nankway Village, 300 applications at Naungnan Village and 300 applications at Palana Village.Commander Brig-Gen Soe Win and Minister Brig-Gen Thein Zaw presented USDA uniforms and cash assistance to villagers during the visits.After hearing reports of villagers at the meeting, the commander and the minister fulfilled the requirements of the villagers.During the tour of Naungnan Village, the commander and the minister visited the free clinic set up by the village USDA and provided cash assistance for the clinic.

USDA renovates lake in Yenangyoung

Joint Secretary-General of Union Solidarity and Development Association(Central) U Zaw Min on 20 September inspected a lake and a spillway which were renovated by USDA at angyi Village in Yenangyoung Township to supply water to six villages in Yenangyoung Township.
During the tour of Yenangyoung, Joint Secretary-General of USDA U Zaw Min, accompanied
by Chairman of Magway Division Peace and Development Council Col Phone Maw Shwe, also
inspected progress of construction of the building for Yenangyoung Township USDA and met with local members of USDA.He also went to Chauk and Seikphyu townships and inspected the completion of the buildings for Chauk and Seikphyu township USDAs.On 19 September, U Zaw Min and Chairman of Magway Division PDC Col Phone Maw Shwe met with executives of village USDAs from 75 villagetracts in Magway Division and gave instructions related to tasks of the association to them.

Kyaikmaraw Township USDA holds AGM

Annual General Meeting-2008 of Kyaikmaraw Township Union Solidarity and Development Association took place at the Township Peace and Development Council office on 11 September in conjunction with a ceremony to honour the distinction-winners of the matriculation examination-2008 and those who members volunteered for health care services in the storm-hit regions. Present were USDA members at state, district, township, ward and village levels.Secretary U Tin Soe Moe Naing of Mon State USDA delivered a speech and accepted cash donations of K 1,224,000. Kyaikmaraw Township USDA Secretary U Hla Tun awarded and presented certificates of honour to the 20 outstanding students and the health care volunteers. Secretary U Hla Tun then addressed the annual general meeting. They discussed the annual
report of the executive committee.

Myingyan District hails USDA AGM

As a gesture of hailing the annual general meeting 2008 of Myingyan District Union Solidarity and Development Association,Myingyan District USDA put up a billboard in Myingyan on 15 September.Secretariat Member of USDA Minister for Industry-1 U Aung Thaung attended the ceremony.Next, the minister delivered an address at the annual general meeting of Myingyan District USDA and wellwishers made cash donation to the association.In Myingyan, the minister inspected textile and dyeing factory (Myingyan) and cotton ginning factory (Taungtha) under the Myanma Textile Industries.At Yonsigyi Village,the minister donated 400 CI Sheets to the construction of stationhospital of rural health department and fulfilled the needs.Next, the minister visited Winthuzar shop(Meikhtila). Coastal road networks as disaster escape routes Prime Minister tours Labutta Township

NAY PYI TAW, 16 Sept--Chairman of National Disaster Preparedness Central Committee Prime Minister General Thein Sein visited Thingangyi and Polaung Villages and Pyinsalu in Labutta Township yesterday and made arrangements for regional development. Prime Minister General Thein Sein together with Maj-Gen Ko Ko of the Ministry of Defence, Chairman of Ayeyawady Division Peace and Development Council Commander of South-West Command Brig-Gen Kyaw Swe, the ministers, the deputy ministers, the director-general of the Government's Office and officials arrived in Thingangyi Village from Pathein by helicopter.

Deputy Superintending Engineer of bridge construction special group-15 of Public Works U Win Tint reported on construction of Labutta-Thingangyi-Pyinsalu Road under Ayeyawady Delta Road Network Development Project. Commander Brig-Gen Kyaw Swe and Deputy Minister for Construction Brig-Gen Myint Thein also reported on road projects. The Prime Minister and party inspected hillock built near the village to protect people from the floods. Minister for Cooperatives Maj-Gen Tin Htut reported on preventive measures undertaken in case of natural disaster and development tasks.

The Prime Minister met members of Thingangyi Village Peace and Development Council, teachers, health staffand village people and asked them their education, health, transport and communications and their livelihood. He then fulfilled the requirements.

The Prime Minister and party visited groceries in the village.The Prime Minister met village elders of Thingangyi Village and nearby villages. He said the government has provided food, clothing and shelter needs of the people who faced natural disaster and made arrangements to resume their original businesses. He said Thingangyi Village and nearby villages are likely to face natural disasters as they lie in the coastal region.
The villagers have witnessed the severe storm and a great number of lives were lost and a large amount of property was
destroyed. He said the government is making arrangements for the people in the villages that are likely to face natural disaster to live in a safer place in accord with their wish. Road network linking seaside regions is being implemented so that the people can go to safer places easily in case of natural disaster. Moreover, Labutta-Thingangyi-Pyinsalu Road is under construction, he added.

The Prime Minister inspected earth work of Labutta-Thingangyi section of Labutta-Thingangyi-Pyinsalu Road which is 35 miles and two furlongs long. The road is divided into three sections. The 18-mile and six furlong Labutta- Thingangyi section has been built.

The Prime Minister and party arrived in Pyinsalu after inspecting Labutta-Thingangyi road section. They inspected houses built by Max (Myanmar) Co Ltd for the storm victims in Pyinsalu and met local people, members of social organizations and officials. Minister Maj-Gen Tin Htut reported on allotment of land, accommodation and development tasks. Chairman of Max (Myanmar) Col Ltd U Zaw Zaw reported on cul- tivation of 5,000 acres of monsoon paddy and participation of the local people in reconstruction of Pyinsalu.

The Prime Minister fulfilled the requirements. The Prime Minister and party went to Polaung Village by helicopter. They were welcomed by members of social organizations and village people. They inspected houses built by Wa Wa Win Co and accommodation for the storm victims. The Prime Minister viewed the development of Polaung Village.
The Prime Minister inspected condition of Theikpangongyi Village and cultivation of monsoon paddy of nearby villages. They arrived back in Pathein in the evening. Secretary-General of the Union Solidarity and Development Association U Htay Oo and CEC member U Maung Maung Thein met secretaries, joint sectetaries and executives of Division, District, Township USDAs at Division USDA office. Secretary of Division USDA U Than Tun reported on organizational matters of the associations at different levels and measures undertaken for community welfare services. Secretary-General U Htay Oo and CEC member U Maung Maung Thein gave necessary instructions.

USDA CEC member performs regional development tasks in Twantay Township

YANGON , 16 Sept -- In meeting with departmental officials, townselders and members of social organizations at the office of Twantay Township Peace and Development Council yesterday, CEC member of the Union Solidarity and Development Association Minister for National Planning and Economic Development U Soe Tha gave instructions on reconstruction works and departmental matters.

At the office of Twantay Township USDA, the CEC member met with the secretary of the township USDA, executives and members of Ward/Village USDAs, and local people at Phayagyi model village. The minister met with the heads of Division/District/Township Planning Departments at Yangon Division Planning Department in Pabedan Township today. The minister heard reports presented by the head of Yangon Division Planning Department and those present and gave necessary instructions.

Schools in Thanlyin and Kyauktan Townships get new buildings

YANGON, 16 Sept-- Lt-Gen Myint Swe of the Ministry of Defence attended the opening ceremony of new school buildings donated by Shwedaung Development Co Ltd for Basic Education Middle School in Myohaung Ale Ward in Thanlyin Township this morning. Chairman of Yangon Division Peace and Development Council Commander of Yangon Command Brig-Gen Win Myint, Director-General U Aye Kyu of No. 3 Basic Education Department and Chairman of the company U Aik Tun opened the new school building.

Next, Lt-Gen Myint Swe delivered an address. U Aik Tun handed over documents related to the school buildings to Director-General U Aye Kyu. Lt-Gen Myint Swe, the commander and party viewed learning of school children at newly built school building. Shwedaung Development Co Ltd built three new school buildings for Myohaung Ale Ward BEMS and Aye Mya Thida ward BEMS in Thanlyin Township and Basic Education Post Primary School at Western ward in Kyauktan Township.

The newly-opened school buildings of steel structure are 24 feet in length and 20 feet in width each and they are partitioned into three sections. The company will contribute K 350 million to the project to build 13 school buildings in Kyauktan Township and 10 in Thanlyin Township.

Performing arts competitions to see increase in drama contestants

NAY PYI TAW, 16 Sept--The second coordination meeting of the Leading Committee for Organizing the 16thMyanmar Traditional Cultural Performing Arts Competitions was held at the meeting hall of the Ministry of Culture, here, this morning. Chairman of the Leading Committee Commander of Nay Pyi Taw Command Maj-Gen Wai Lwin made a speech on the occasion. He said that the meeting was to discuss plans to hold the 16th Myanmar Traditional Cultural Performing Arts Competitions soon. He said as the competitions are drawing near the respective committees and sub-committees are to carry out their duties according to the schedule.

Officials at different levels are to focus on timely completion of the tasks. Preliminary measures are to be taken to adequately accommodate participants from states and divisions. Officials are to create chances of winning medals according to the artistic skills, perseverance and diligence of the participants. The role of judges is very important in respective events to work out fair results.Their judgements should be based on correctness, fairness, honesty, sympathy and expertise. The remarkable thing of the 16 performing arts competition is that the number of participating teams has increased in the drama contest. Officials are urged to strive for discharging their duties regarding them as a national concern.

Next, Director-General of Fine Arts Department Secretary of the Work Committee U Yan Naing Oo briefed on preliminary measures for the competitions. Afterwards, sector-wise discussions were held.The meeting ended with the concluding remarks of the chairman of the Leading Committee.

Prevent overloads, line faults to supply power at full capacity

YANGON, 15 Sept --Overloads and line faults should be prevented to supply power at full capacity, said Minister for Electric Power No. 2 Maj-Gen Khin Maung Myint while visiting a subpower station in Mayangon Township here this morning.

Officials at all levels should make efforts with goodwill based on knowledge and experience, he pointed out after hearing reports of the responsible personnel at the control room. The minister looked around the station and power network control department inspecting the functions of the switchyard, transformers,city power distribution work and bill collection counters.

It was in the control room that the minister attended to the needs of the facility, instructing officials to ensure uninterrupted suppy of electricity and to curb illegal use of power.

Ma Mya Dam for irrigation and power generation

The Government of the Union of Myanmar is implementing the plans of growing major crops namely paddy, sugarcane, cotton and beans and pulses for ensuring development of the economic sector. In doing so, various sizes of dams have been built in all parts of the country for regional development.

Ma Mya dam that can supply water as well as generate electricity was inaugurated in Myanaung Township of Ayeyawady Division last year.Construction of the dam was aimed at storing 70,000 acre-feet of water to irrigate 10,000 acres of farmlands in Myanaung Township and preventing the floods at farmlands on both banks of Ma Mya Creek.Ma Mya Creek that

originated at Rakhine mountain range flows into Ayeyawady River. Ma Mya Lay Creek, up- stream of Ma Mya Creek, flows into Ma Mya Gyi Creek. As a result, a large volume of water flows into Ma Mya Dam.

On our trip to Ma Mya Dam, we went along Pathein-Monywa road from Okshitpin junction. On reaching mile post 17/ 0, we proceeded one mile west of the road to the dam. At present, the right canal has been constructed and it supplies water to 5,000 acres of farmlands to grow summer paddy.

Ma Mya Dam was built near Hmyinwahtaung Village of Myanaung Township, Ayeyawady Division, by damming Ma Mya Gyi Creek. In the watershed area of the dam, a total of 240,000 physic nut plants, 300 mango trees, 800 tamarind trees, 200 coconut palms and 400 cashew plants are grown, and flowery plants are thriving there.

Accompanied by Staff Officer U Khin Maung Than, I studied electricity supply to the villages by installing micro hydropower generators at the water outlets along the right canal of the dam. China-made 2 KW, 3KW and 5KW generators were installing five water outlets together with turbine casing parts manufactured and installed by staff of Construction-9 of the Irrigation Department.

Moreover, engineers of the department calculated capacities of sizes of turbine casing, draft tubes, inflow of water and water level in installing the generators. Electricity is being supplied to Hmyinwahtaung and Ngabatkya villages.

The Construction-9 of the Irrigation Department is upholding the concepts that the dam contributes to greening its environs, cultivation of paddy and development of the country, and the government builds dams to develop villages and generate power by minimizing costs. Ma Mya Dam has over two miles long embankment and over 600 feet high water control tower. Hence, the dam is pleasantly located in harmony with its water storage area.

Ma Mya Dam will irrigate paddy fields and other crops fields forever. For ensuring development of rural areas, electricity is being generated at the dam. As a result, the rural people enjoy fruits of water and power supply thanks to the government's efforts. Local farmers can now concentrate on the extended cultivation of crops for the State and the people.

Prime Minister inspects maintenance of roads in Ayeyawady Division

NAY PYI TAW, 15 Sept-- Prime Minister General Thein Sein accompanied by Maj-Gen Ko Ko of the Ministry of Defence, the ministers, the deputy ministers, the director-general of the Government Office and officials, went to Pathein yesterday.
The Prime Minister and party inspected maintenance of Yangon- Pathein Road during the rainy season. Later, the Prime Minister viewed the traffic on Yangon-Pathein Road.
Next, the Prime Minister, Chairman of Ayeyawady Division Peace and Development Council Commander of South West Command Brig-Gen Kyaw Swe and officials inspected maintenance of the road near Mezali Village in Nyaungdon Township.
Deputy Superintend- ing Engineer of airfield construction special group-2 of Public Works U Kyaw Hlaing and official reported on repair of road sections in the rainy season.
The Prime Minister gave instructions on the reports. The Prime Minister and party also inspected repair work, maintenance of the roads and stockpiling of materials. They arrived at the site between the mile post Nos. 36/0 and 43/5 on Yangon-Pathein Road. Senior Engineer U Sai Kyaw Moe and officials reported on progress of work.
The Prime Minister gave necessary instructions and inspected the repair of roads. The Prime Minister and party went to Bo Myat Tun Bridge where Deputy Minister for Construction Brig-Gen Myint Thein and officials reported on maintenance of Yangon-Pathein Road. Head of Ayeyawady Division Directorate of Water Resources and River Systems U Saw Aung Lwin reported on preventive measures against bank erosion and waterways. Minister for Transport Maj-Gen Thein Swe gave a supplementary report. The Prime Minister and party also inspected maintenance of Yangon- Pathein Road near U-to Village in Pantanaw Township by Asia World Co Ltd. Deputy Minister Brig-Gen Myint Thein and Managing Director of Asia World Co. U Tun Myint Naing reported on road works.
The Prime Minister gave instructions on repair of roads, duties as- signed section by section and stockpiling of materials for use in the future. The Prime Minister and party arrived in Pathein in the morning after inspecting repair of roads and thriving of paddy fields along the road in the townships.

USDA CEC member meets Japanese guests

YANGON, 15 Sept-- CEC member of the Union Solidarity and Development Association U Maung Pa received Chairman of Junko Association from Japan Professor of Meji Gakuin University Mr Masahito Ebashi and party at USDA (Head Office) on New University Avenue Road in Bahan Township, here, today.

At the meeting, the CEC member explained matters on the association, the role of the association in national development sectors and active cooperation in the relief and resettlement tasks in storm-hit regions. Officials concerned replied to queries raised by the Japanese chairman and party with the use of projector.

YANGON, 14 Sept— Chairman of Ayeyawady Division Peace and Development Council Commander of South-West Command Brig-Gen Kyaw Swe attended the ceremony to honour volunteers who contributed to ploughing in cultivation of monsoon paddy in storm-hit Labutta Township, at Pyinnya Yadana Hall of Myaungmya Basic Education High School No. 1 on 9 September.
The commander presented certificates of honour and gifts to chairmen of Myaungmya, Wakema and Einme Township PDCs. Volunteers from Myaungmya Township ploughed 4,082 acres of farmlands with the use of 105 in 11 villages of Laygwagyi Village-tract in storm-hit Labutta Township. Those from Wakema Township also ploughed 3,180 acres of farmlands with the use of 120 power-tillers in nine villages of Phonegyikon
Village of Labutta Township. Those from Einme Township ploughed 2,642.50 acres of farmlands with the use of 100 power-tillers in eight villages of Saluseik Village- tract in Labutta Township.
The exhibition on farming implements manufactured by Myaungmya Industrial Zone was held for meeting the target production of summer paddy in 2008-09. The commander viewed natural fertilizers, paddy strains of the district, insecticides and insects of paddy displayed by Myanma Agriculture Service at the hall and instructed the farmers to extend cultivation of high yield paddy strains suitable for the region.

Health Minister attends WHO meetings in India

NAY PYI TAW, 14 Sept— A Myanmar delegation led by Minister for Health Dr Kyaw Myint
arrived back here this morning after attending the 26th Health Ministers’ meeting of Southeast Asian Regional WHO and the 61st Regional Committee’s meeting held in New
Delhi, the Republic of India from 8 to 11 September.
The 26th Health Ministers’ meeting was held at Ashoka Hotel in New Delhi on 8 September, attended by ministers of health, deputy ministers, health secretaries and officials of Myanmar, Bangladesh, India, Indonesia, Maldives, Nepal, Bhutan, North Korea, Sri Lanka, Thailand and Timor Leste, the Director-General of WHO in Geneva, Switzerland and officials, the Director of the Office of WHO those from UN agencies and social organizations.
In his address, Minister Dr Kyaw Myint said that Myanmar is carrying out work programmes to be implemented under the International Health Programmes (2005), and it has drawn plans to address health problems.
Myanmar has formed a group of O & G specialists and paediatricians and efforts are being made for reducing the child mortality while striving for success of anti-tobacco campaign
as a national duty, he added. In that regard, the government laid down the anti-tobacco law on 4 May 2006 and steps are being taken for the people to abide by the law.
In the afternoon of 8 September, Minister Dr Kyaw Myint met with Director-General of WHO Dr Margaret Chan at Ashoka Hotel. At the meeting, Dr Margaret Chan said that she was pleased to hear that Myanmar was able to cope with relief and rehabilitation of storm-hit regions as quickly as possible and WHO wishes to continue to provide assistance to the nation.
Minister Dr Kyaw Myint said that Myanmar thanked WHO for its medical equipment and
technological assistance in relief and rehabilitation of storm-ravaged regions, and that in reconstruction of health establishments, durable buildings were built in accord with the
guidance of the Head of State.
Minister Dr Kyaw Myint and party on 9 September attended the 61st Regional Committee
meeting held at the office of SEA Regional WHO in New Delhi. The 26th Health Ministers’ meeting continued and the meeting approved the New Delhi Declaration. On 10 September, the 61st Regional Committee’s meeting continued. In his speech, Minister Dr Kyaw Myint said that hospitals, dispensaries and health care centres were destroyed in the storm on 3 May 2008, and the storm also left health staff homeless.
The Ministry of Health in cooperation with UN agencies, local and international social organizations was able to carry out relief and rehabilitation tasks in time, he added. And Myanmar thanked ministries of health of ASEAN nations and neighbouring countries for their participation in the relief and rehabilitation tasks.
On 11 September, the 61st Regional Committee’s meeting continued and those present approved Nepal as a host nation to hold the 27th Health Ministers’ meeting and the 62nd Regional Committee’s meeting, and Thailand as a host nation to hold the 28th Health
Ministers’ meeting and the 63rd Regional Committee’s meeting.
Members of Myanmar delegation Deputy Director-General of Health Department Dr Kyaw Nyunt Sein, Director Dr Saw Lwin, Deputy Director Dr Win Maung and Assistant Director Dr Kyaw Khine also arrived back on the same flight.

Comments of Demo NLD (Sagaing Division) on Daw Aung San Suu Kyi’s refusal to meet Mr Gambari

We learnt that Mr Gambari tried several times to hold talks with Daw Aung San Suu Kyi, but she refused to fulfil his wishes. So, we wondered why Daw Suu refused to receive Mr Gambari, why he visited Myanmar, who sent him to our country, and what the purpose of his visit was. We consider that if the purpose of his visit was to help Myanmar achieve democracy, he was right, and the person who constantly shouted democracy and national reconciliation was wrong. Daw Aung San Suu Kyi once said at a meeting of her party that democracy countries never launched a war against each other, and if there was a war, it was between a democratic country and a dictatorship country, or between two dictatorship countries; and that democratic countries never waged a battle against each other because they address the issues through talks. Even the countries that were at war eventually could end the war through talks. An envoy of the United Nations has to visit Myanmar three or four times if necessary in holding a dialogue to help address Myanmar’s internal issues. Dialogue is the best way to work out a political problem. In our opinion, Daw Aung San Suu Kyi made a big mistake. During his first visit to Myanmar, NLD made a mistake that it walked out of the National Convention while basic principles to be included in the State Constitution were being adopted. Again, NLD made a mistake.
Now, the nation is standing in the turning point. Anyhow, the Tatmadaw government is implementing the State’s seven-step Road Map, upholding Our Three Main National Causes. There is a saying that goes “Tastes differ”. We don’t think it is wise if a person considers others with different views to be wrong. If a person puts all his wishers in the fore, he will stick to personality cult and dogmatism. If so, he may face a lot of losses. In general, such acts do not bring any fruitful results to the nation. Therefore, it is needed to enhance the image of the motherland, putting aside personal affairs. As Major General Aung San once said, Myanmar is now to choose either way: to settle the disputes, or to let the disputes go on. Daw Suu Kyi, who clings on to Gandhi’s policy, shouting “a dialogue” and “general reconciliation”, and leaders of NLD (Central) refused to meet with UN Secretary-General’s envoy Mr. Gambari, and NLD members are expressing their support for the refusal. We would like to say that they are not the persons of their words. They will never achieve success so long as they do not put their theories into deeds. Moreover, their acts have adverse effects on the interests of the nation. We would like to ask NLD leaders if they do something in the interests of the nation. A good leader never evades responsibilities. If a leader avoids responsibilities, he is not a good leader. 1. During the last trip by Special Envoy of UN Secretary-General Mr Gambari, the Tatmadaw Government had made arrangements for him to be able to work for national reconciliation and meet and liase with Daw Aung San Suu Kyi. However, Daw Aung San Suu Kyi refused to meet Mr Gambari. Her refusal to meet Mr Gambari shows that she also turned down the UN Secretary-General and the international community. It also shows the consequences of the directives and pressure of western media and some western countries. Her action is useless for others. Daw Aung San Suu Kyi, turning a blind eye to the interests of the country and the people and even to National League for Democracy (NLD), did as she like. Her refusal to the special envoy of the UN SG is not a custom of Myanmar, and it is a bad diplomacy. Therefore, the international community has loathed her action.
2. Some big nations and international organizations, turning a blind eye to the absolute situation, have always taken Daw Aung San Suu Kyi into consideration. This, as a result, has led to the collapse of NLD and forced the nation into a tight corner. Therefore, the international community should think of the absolute situation rather than an individual. Working towards a new democracy through the road map step by step is the absolute necessity for Myanmar.
3. It is totally unacceptable to us that some western big powers are interfering in the domestic affairs of Myanmar, thinking only of an individual rather than the real life of Myanmar people. Moreover, we believe that Daw Aung San Suu Kyi’s refusal to meet Mr Gambari was against Myanmar culture and international norms _ a rude and mean act. This being so, we are strongly apposed to her act.

Announcement of independent representatives-elect


We were disheartened when we noted that Daw Aung San Suu Kyi backed by certain western countries refused to hold talks with Special Advisor to the UN Secretary-General Mr Gambri during his recent visit to Myanmar to help regain national reconciliation in Myanmar. It surprised us that she had constantly made demand for a dialogue but she failed to meet him on purpose. The failure implied that she was in no mood and could not discuss so long as there was no sign of having her wishes. It also reflects that the western countries show their stance through her that they are in fear that national solidarity will be achieved in Myanmar. It is time she gave up the concept that she is mandated by the Myanmar people, sticking to the results of elections held 18 years ago. We strongly urge Daw Aung San Suu Kyi and western countries to put the interests of the people in the fore as a gesture of recognizing the desire of the people because it is required to transform the nation from the old system into democracy in a peaceful way in accordance with the prevailing conditions.

Announcement on support for the visit to Myanmar by Special Adviser to the UN Secretary-General Mr Gambari and party

1. Special Adviser to the UN Secretary-General Mr Gambari and party visited Myanmar from 18 to 23 August for cooperation with Myanmar. During the visit, they met the Prime Minister of Myanmar, some ministers, some personnel from the respective organizations, officials from political parties including those which have different attitudes towards the government, officials from non-governmental economic, political and social organizations and organizations that returned to the legal fold and armed peace groups. 2. The United Nations does not represent any particular nation or group. The UN needs to know the prevailing conditions of Myanmar as it has to serve the interest of the people from international community. Only then will it be possible for the organization to help solve the Myanmar affairs correctly. 3. Western media are broadcasting lopsided news on Myanmar government and certain western nations are manufacturings fabricated news as if the entire Myanmar people oppose the existing Tatmadaw government. In accord with the seven-step Road Map of the existing Tatmadaw government the constitution has been adopted with the approval of 92.48 per cent of the voters. So, it is necessary to know the genuine attitude of Myanmar people. 4. In accord with the concept of social science that the truth can be sought practically, not theoretically, Special Adviser to the UN Secretary-General Mr Gambari and party held discussions on a broad ways with the government, various important organizations widely. 5. Myanmar, neighbouring countries, ASEAN nations and other nations and the UN desire multi-party democracy general elections due to be held in 2010 according to the seven-step Road Map of the government. 6. (2) To be able to be free from all forms of hardships and to enable Myanmar to stand tall as a modern developed democratic nation in the international community, the national reconsolidation is to be practiced as a single exodus to strengthen national forces and avoid confrontation. (3) In this regard, we hereby announce our stance regarding Daw Aung San Suu Kyi’s refusal to meet Special Adviser to the UN Mr Gambari and party during their visit to Myanmar on 18 August to help serve the interests of Myanmar, as follows:— (a) In spite of Special Adviser to the UN Mr Gambari making request several times to meet Daw Aung San Suu Kyi in Yangon, Myanmar, Daw Aung San Suu Kyi, the leader of NLD party, refused to meet Mr Gambari and party. It was an impolite response from the diplomatic and ethical points of views. (b) Daw Aung San Suu Kyi wasted a golden opportunity to hold a dialogue with both the UN and Myanmar government for national reconciliation and democracy. (c) We think she would have met with Mr Gambari and party in the interests of the nation and the party, where or not the meeting would bring any benefits to her. (d) Even if her concepts were right, and she were not available to meet the representatives, she should have showed patience and should have acted in accordance with the democratic ways. (e) If she continues to refuse UN Secretary-General’s special adviser Mr Gambari and party with the concept of considering all those with different views to be her enemies, she will become a self-opinionated person with outdated views.

Announcement on strong objection to Daw Aung San Suu Kyi’s refusal to hold talks 1. We are members of a group that has been making efforts to help achieve national reconciliation and peace transition to democracy throughout the time of the Tatmadaw government that is devoting itself to democracy transition process. 2. In the post-independence period, Myanmar faced bloodshed and variety of plightof people of national races due to leftist and rightist groups and forces. 3. So far, 17 major national race armed groups and many other small groups that rose against successive governments have returned to the legal fold and they are now joining hands with the government in nation-building tasks. As a result, the nation has been able to restore stability and peace at the unprecedented level. In addition, the nation has overcome the economic crisis that occurred in the time of the Myanmar Socialist Programme Party, and the government has introduced the market economy and launched the process of transition to democracy. 4. Nevertheless, our country has come under interference and economic sanctions imposed by certain military powers, resulting from confrontation and non-reconciliation policies of some national rightist groups. 5. Despite such disruptions, the State Constitution (draft) was adopted with the approval of 92.48 per cent of the voters in the referendum in May 2008. That reflects great success the government has achieved in implementing the State’s seven-step Road Map for transforming the nation from the present system to democracy. 6. UN Secretary-General’s special adviser Mr Gambari arrived at Myanmar on 18 August to help achieve national reconciliation and build a democratic nation. He tried several times for an opportunity to hold talks with Daw Aung San Suu Kyi. However, his attempts met with her arrogant refusal. 7. Recent issue of newspapers stated that in compliance with the suggestions of the United Nations, the government had made arrangements for another meeting between her and Relations Minister U Aung Kyi at Seinle Kantha guest house at 1 pm on 2 Spetember; that Dr Tin Myo Win would visit her residence at 1 pm on 1 September to give medical check-ups to her and Daw Khin Khin Win and child; and that after holding a meeting with Daw Aung San Suu Kyi, U Kyi Win left the residence on 1 September, and reported to the officials that regarding the programme to meet with U Aung Kyi, for the time being, she wanted to meet no one, except advocate U Kyi Win, and she was unavailable to meet Dr Tin Myo Win that day. 8. Today, certain western powers interfere in the internal affairs of developing countries, keeping some lackeys of the nations concerned. They said as if personal affairs of Daw Aung San Suu Kyi is even more important than the State constitution adopted with the support of the majority of the voters. Daw Aung San Suu Kyi has thus come to disregard the interests of the nation and the people and do things to the liking of certain western countries. She has constantly opposed all the efforts the ruling government is making with great patience to regain national reconciliation. 9. Opinion of Wunthanu NLD over Daw Aung San Suu Kyi’s refusal to meet Special Advisor to UN Secretary-General Mr Gambari

Mr Gambari’s visit to Myanmar is meant to bring about discussions between the Myanmar government and the opposition parties as a special advisor to UN Secretary-General. During his stay in Myanmar, Mr Gambari met with officials of the government, diplomats, those from political parties, national races organizations and others, and said to our group that the UN accepted the 2010 Multiparty General Election which is imperative for shaping future democracy of Myanmar and will provide necessary assistance in that regard. We were very pleased to hear his pledge.
However, our pleasure didn’t exist for long. The reason is that so-called leader of NLD Party Daw Aung San Suu Kyi’s refusal to meet the special advisor of UN Secretary-General, who is highly regarded by the entire world people, is an act that is totally opposed to the wishes of Myanmar people who long for democracy.
It is obvious that Daw Aung San Suu Kyi just did as she pleases and refused to receive Mr Gambari under the influence and pressure of the Westen nations.
Our Wunthanu NLD strongly oppose Daw Aung San Suu Kyi’s refusal to meet Mr Gambari and want those from BBC, VOA and RFA that are attempting to undermine the national unity to understand such evil act as Myanmar people do.
In shaping the future of the State, it is our wishes that all are to make concerted efforts through national solidarity for development of the nation instead of focusing on the interest of Daw Aung San Suu Kyi. Only then, will efforts for democracy be possible. It is known to all that the nation suffered various forms of hardship and lagged behind in development due to Daw Aung San Suu Kyi. At present, what is the most important for the nation? It is the people or NLD or Daw Suu Kyi? It’s not strange that the Western nations paid the most serious attention to Daw Suu Kyi. It was shameful that they blindly support her who is dancing to their tune. We were not surprised at her, refusing to meet with Mr Gambari under the directives and pressure of the Western nations. It is not safe to say that Myanmar politics is impossible without Daw Suu Kyi. Sticking to dialogue wouldn’t bring positive results to the nation. In reality, she should meet and hold discussions with the special advisor to UN Secretary-General, showing respects to international norms. We assessed that her refusal to meet the special advisor to UN Secretary-General is an act that is totally opposed to the wishes of the people.
Therefore, We came to the conclusion that Daw Aung San Suu Kyi has become the one who brought troubles to Myanmar or who brought sufferings and hardships to Myanmar people to the liking of the West Bloc.

ယခုအခ်ိန္သည္ တိုင္းျပည္အတြက္အေရးႀကီးေသာ အခ်ိန္ေရာက္ေနၿပီ ျဖစ္ပါသည္။ ဘာပဲျဖစ္ျဖစ္ တပ္မေတာ္ အစိုးရမွ ဒို႕တာ၀န္အေရး(၃)ပါးနဲ႕အညီ လမ္းျပေျမပံု အခ်က္(၇)ရပ္ ခ်မွတ္ကာ အေကာင္အထည္ေဖာ္ေပးလ်က္ ႐ိွ၏။ သူ႕အႀကိဳက္ ကိုယ့္အႀကိဳက္႐ိွျခင္း၊ ကိုယ္ကိုတိုင္က ကုိယ့္အႀကိဳက္႐ိွေနမွေတာ့ ကိုယ့္အႀကိဳက္နဲ႕မတူေသာ သူ႕အႀကိဳက္အတြက္ သူ႕ကို မွားတယ္လို႕ ေျပာလို႕မရပါ။ ကိုယ့္အႀကိဳက္ တင္းမာလြန္းအားႀကီးပါက ပုဂၢိဳလ္စြဲျဖစ္လာသလို ၀ါဒစြဲေတြ ျဖစ္လာေတာ့ ဆံုး႐ံႈးမႈေတြ မ်ားတတ္ပါသည္။ ၿခံဳ၍ၾကည့္လွ်င္ တိုင္းျပည္အတြက္ အက်ိဳးမ႐ိွႏိုင္ပါ။ သူ႕အႀကိဳက္ ကိုယ့္အႀကိဳက္ေတြ ဖယ္႐ွားၿပီး "အမ်ိဳးသားေရး" အတြက္ တိုင္းျပည္ဂုဏ္ျမွင့္တင္ဖို႕ လိုပါၿပီၤ။

ဗိုလ္ခ်ဳပ္ေအာင္ဆန္း ေျပာသလို ျမန္မာျပည္အေနအထားဟာ လမ္းႏွစ္ခြေရာက္ေနပါၿပီၤ၊ တစ္ခုက ေလာင္ေနတဲ့ မီးကိုၿငိမ္းမလား၊ ဒါမွမဟုတ္ တစ္ခုက ေလာင္ခ်င္သလိုေလာင္ေစဆိုၿပီး ပစ္ထားမလား ဆိုတာ ဒီကေန႕ အခိ်န္က်ေနပါၿပီ။ ဒီကေန႕ "ေတြ႕ဆံုေဆြးေႏြးေရး"၊ "အေထြေထြ သဟဇာတျဖစ္ေရး"ဆိုတဲ့ အသံုးအႏႈန္းေတြနဲ႕ ဂႏၵီမူ၀ါဒကို တရားေသ ဆုပ္ကိုင္ေနေသာ ေဒၚစုၾကည္ႏွင့္အတူ ေဒၚစုၾကည္ဦးေဆာင္ေနသည့္ NLD ဗဟို ေခါင္းေဆာင္မ်ားသည္ ကုလသမဂၢအတြင္းေရးမွဴးခ်ဳပ္၏ အထူးကိုယ္စားလွယ္ မစၥတာဂမ္ဘာရီကို အေတြ႕မခံျခင္း၊ ထိုကဲ့သို႕ အေတြ႕မခံမႈအား NLDပါတီ၀င္မ်ားမွ ေထာက္ခံေနျခင္းသည္ အေျပာနဲ႕အလုပ္ မကိုက္ညီဘူးလို႕ သံုးသပ္ပါရေစ၊ သေဘာတရားနဲ႕ လက္ေတြ႕ မကိုက္ညီဘူးဆိုရင္ "သမၸႏၷ" ဆိုတဲ့ ျပည့္စံုျခင္း၊ ေအာင္ျမင္ျခင္းဟာ ျဖစ္လာမွာ မဟုတ္ပါဘူး၊ တိုင္းျပည္အတြက္ အက်ိဳးမ႐ိွသလို တိုင္းျပည္အတြက္ အမ်ားႀကီး နစ္နာပါသည္။ မဟုတ္တာ မလုပ္ပါဘူးဆိုတဲ့ NLDမွ ေခါင္းေဆာင္မ်ားကို ဟုတ္တာကိုေကာ လုပ္ႀကရဲ႕လားလို႕ ေမးလိုက္ခ်င္ပါသည္။ ေခါင္းေဆာင္ေကာင္းတို႕မည္သည္ ဘယ္ေတာ့မွ ေခါင္းမေ႐ွာင္ပါ။ ေခါင္းေ႐ွာင္လွ်င္လည္း ေခါင္းေဆာင္ေကာင္း မဟုတ္ႏိုင္ပါ။

၁။ ကုလသမဂၢအေထြေထြအတြင္းေရးမွဴးခ်ဳပ္၏ အထူးကိုယ္စားလွယ္ မစၥတာဂမ္ဘာရီ၏ ယခုေနာက္ဆံုး ခရီးစဥ္တြင္ အမ်ိဳးသားျပန္လည္စည္းလံုးညီညြတ္ေရးအတြက္ ညိွႏိႈင္းေဆာင္႐ြက္ႏိုင္ေစရန္ မစၥတာဂမ္ဘာရီႏွင့္ ေဒၚေအာင္ဆန္းစုၾကည္ေတြ႕ဆံုရန္အတြက္ ညိွႏိႈင္းေဆာင္႐ြက္ႏိုင္ေစရန္ မစၥတာဂမ္ဘာရီႏွင့္ ေဒၚေအာင္ဆန္းစုၾကည္ ေတြ႕ဆံုရန္အတြက္ တပ္မေတာ္အစိုးရဘက္မွ စီစဥ္ေဆာင္ရြက္ေပးခဲ့ေသာ္လည္း ေဒၚေအာင္ဆန္းစုၾကည္ဘက္မွ မေတြ႕ႏိုင္ဟု ျငင္းဆိုခဲ့ပါသည္။ ဤျဖစ္စဥ္ကို အေသအခ်ာေလ့လာၾကည့္ပါက မစၥတာဂမ္ဘာရီကို ျငင္းဆန္ျခင္းသည္ ကုလသမဂၢအေထြေထြအတြင္းေရးမွဴးခ်ဳပ္အား ျငင္းဆန္ျခင္းျဖစ္ၿပီး၊ ကုလသမဂၢအေထြေထြ အတြင္းေရးမွဴးခ်ဳပ္အား ျငင္းဆန္ျခင္းသည္ ကမၻာ့ႏိုင္ငံအသီးသီးအား ျငင္းဆန္လိုက္ျခင္း ပင္ ျဖစ္၏။ ဤသည္မွာ အေနာက္မီဒီယာမ်ားႏွင့္ အေနာက္ႏိုင္ငံတခ်ဳိ႕၏ လမ္းညႊန္မႈမ်ား၊ ဖိအားေပးမႈမ်ား၏ အက်ိဳးဆက္ပင္ျဖစ္ေၾကာင္း ထင္႐ွားေန၏။ ယင္းလုပ္ရပ္သည္ အားလံုးအတြက္ အခ်ည္းႏွီးျဖစ္ေစခဲ့ၿပီး ေဒၚေအာင္ဆန္းစုၾကည္အေနျဖင့္ အမ်ိဳးသားေရးကို မငဲ့ကြက္၊ျပည္သူကို ထည့္မတြက္၊ ယင္း၏ အဖြဲ႕အစည္း ျဖစ္ေသာ NLD ကိုပင္ ျပန္မၾကည့္ဘဲ ၊ ငါတေကာ ေကာခဲ့ျခင္းပင္ျဖစ္၏။ အက်ိဳးေဆာင္ဧည့္သည္တစ္ဦးအား မေတြ႕ႏိုင္ဟု ျငင္းဆိုျခင္းသည္ ျမန္မာ့ယဥ္ေက်းမႈႏွင့္လည္းမကိုက္ညီ ၊ အလြန္ညံ့ဖ်င္းေသာ ဒစ္ပလိုေမစီ ျဖစ္သျဖင့္ ကမၻာ့အသိုင္းအ၀ိုင္းက ႏွာေခါင္း႐ံႈ႕စရာ ျဖစ္ခဲ့ရေပၿပီ။

၂။ အခ်ိဳ႕ေသာ ႏိုင္ငံႀကီးမ်ားႏွင့္ ႏိုင္ငံတကာ အဖြဲ႕အစည္းမ်ားအေနႏွင့္လည္း ပကတိအ႐ွိတရားကို မ်က္ကြယ္ မျပဳသင့္ေပ၊ ေဒၚေအာင္ဆန္းစုၾကည္အား ဗဟုိျပဳစဥ္းစားေနျခင္းေၾကာင့္ NLD လည္း ၿပိဳကြဲ၊ ႏိုင္ငံေတာ္မွာလည္း အခက္အခဲ အၾကပ္အတည္းမ်ားႏွင့္ ေတြ႕ႀကံဳေနရျခင္း ျဖစ္ေပသည္။ ယင္းအတြက္ေၾကာင့္ ႏိုင္ငံတကာအေနျဖင့္ လူပုဂၢိဳလ္တစ္ဦးတစ္ေယာက္ကို အဓိကထားေနျခင္းထက္ ပကတိအ႐ိွတရားကိုသာ အဓိကထား ေဆာင္႐ြက္သင့္ေပသည္။ ျမန္မာႏိုင္ငံ ပကတိ အ႐ိွတရားမွာ ေလွခါးခုႏွစ္ထစ္အား တစ္ထစ္ျခင္း တက္၍ ဒီမိုကေရစီႏိုင္ငံေတာ္သစ္ႀကီးဆီ အေရာက္လွမ္းေရးျဖစ္၏။

၃။ ကၽြႏ္ုပ္တို႕ အမ်ိဳးသားႏိုင္ငံေရးလူငယ္ NLD (ျမန္မာႏိုင္ငံ)အေနျဖင့္ အေနာက္ႏိုင္ငံႀကီးအခ်ိဳ႕၏ ျမန္မာျပည္ အေရး ၀င္ေရာက္စြက္ဖက္ေဆာင္႐ြက္ရာတြင္ လူပုဂၢိဳလ္တစ္ဦးတစ္ေယာက္ကိုသာ အဓိကထားၿပီး ျမန္မာျပည္သူတို႕၏ လက္ေတြ႕ဘ၀ကို မ်က္ကြယ္ျပဳေနျခင္းကို လက္ခံႏိုင္စရာအေၾကာင္းမ႐ိွေပ။ ထုိ႕ျပင္ ေဒၚေအာင္ဆန္းစုၾကည္အေနျဖင့္ မစၥတာဂမ္ဘာရီအား လက္ခံေတြ႕ဆံုျခင္း မျပဳသည္ကိုလည္း ျမန္မာ့ ယဥ္ေက်းမႈႏွင့္ ဖီလာဆန္႕က်င္ျဖစ္ေသာ အျပဳအမူျဖစ္သည္ဟုလည္းေကာင္း၊ ႏိုင္ငံတကာဆက္ဆံေရးႏွင့္ ပတ္သက္၍ ႐ိုင္းျပႏွိမ့္က်ေသာ ဆက္ဆံေရးျဖစ္သည္ဟုလည္းေကာင္း ျပတ္သားစြာ ခံယူ၍ ယင္းအျပဳအမူအား ျပင္းထန္စြာ ကန္႕ကြက္ ႐ႈတ္ခ်အပ္ပါသည္။

(၃)ယေန႔ ျမန္မာႏိုင္ငံအစိုးရအေပၚ အေနာက္မီဒီယာမ်ားက တစ္ဖက္ေစာင္းနင္း ထိုးႏွက္ ထုတ္လႊင့္ေနခ်ိန္ႏွင့္ ျမန္မာႏိုင္ငံတည္ဆဲတပ္မေတာ္အစိုးရအေပၚ ျမန္မာျပည္သူလူထု တစ္ရပ္လံုး ဆန္႕က်င္ေနသေယာင္ အေနာက္ႏိုင္ငံႀကီးအခ်ိဳ႕ ဖန္တီးေျပာဆိုေနခ်ိန္တြင္ တည္ဆဲတပ္မေတာ္အစိုးရ၏ ဒီမိုကေရစီလမ္းျပေျမပံု(၇)ဆင့္ႏွင့္အညီ ႏိုင္ငံေတာ္ဖြဲ႕စည္းပံု အေျခခံဥပေဒကို ျပည္သူတို႔ ၉၂ ဒသမ ၄၈ ရာခိုင္ႏႈန္းျဖင့္ တခဲနက္ေထာက္ခံ အတည္ျပဳ လိုက္သျဖင့္ ပို၍ပင္ ျမန္မာျပည္သူတို႔ သေဘာထားမွန္ကို သိရိွရန္ လိုအပ္ပါသည္။

(၄)ထို႔ေၾကာင့္ ကုလသမဂၢအေထြေထြအတြင္းေရးမွဴးခ်ဳပ္၏ အထူးအႀကံေပးပုဂိၢဳလ္ မစၥတာ ဂမ္ဘာရီႏွင့္ အဖြဲ႕သည္ အမွန္တရားကို ရွာေဖြရန္ အဘိဓမၼာခန္းတြင္ မရွာေဖြရ၊ ပကတိဘ၀ တြင္ ရွာေဖြရမည္ဆိုေသာ လူမႈသိပၸံတရားႏွင့္အညီ ယခုကဲ့သို႔ ျမန္မာႏိုင္ငံတြင္ ႏိုင္ငံေတာ္ အစိုးရ အေနျဖင့္ အေရးပါသည့္ အဖြဲ႕အစည္းေပါင္းစံုႏွင့္ က်ယ္ျပန္႕စြာ ေတြ႔ဆံု ေဆြးေႏြးျခင္းျဖစ္ပါသည္။

(၆) သို႔ေသာ္လည္း အစိုးရႏွင့္ ကြဲလြဲဆန္႕က်င္ေနေသာ ျပည္တြင္းျပည္ပ အဖြဲ႔အစည္းအခ်ိဳ႕ႏွင့္ အင္အားစုအခ်ိဳ႕က မစၥတာဂမ္ဘာရီအား ျပည္တြင္းမွ အဖြဲ႕အစည္းေပါင္းစံုႏွင့္ ေတြ႕ဆံုေဆြးေႏြးျခင္းအေပၚ တစ္ဖက္သတ္ ပုတ္ခတ္ ဆန္႔က်င္ေနျခင္းမွာ အလြန္က်ဥ္းေျမာင္းေသးသိမ္ေသာ ပါတီစြဲ၊ ပုဂၢိဳလ္စြဲ၊ ဂိုဏ္းဂနစြဲအျမင္သာ ျဖစ္ပါသည္။ အကယ္၍ မစၥတာဂမ္ဘာရီမွ အဖြဲ႕အစည္းငယ္အခ်ိဳ႕ကိုပါ ေတြ႕ဆံုေဆြးေႏြးသည့္တိုင္ေအာင္ အမ်ားစုႏွင့္ အနည္းစုတို႔ အျပန္အလွန္ ေလးစားလိုက္နာရမည္။ ဒီမိုကေရစီ က်င့္စဥ္ႏွင့္အညီ ႀကိဳဆိုရမည္သာ ျဖစ္ပါသည္။ ယေန႔ ျမန္မာႏိုင္ငံတြင္ ျပည္သူတို႔ တခဲနက္ေထာက္ခံအတည္ျပဳလိုက္ေသာ ႏိုင္ငံေတာ္ဖြဲ႕စည္းပံု အေျခခံဥပေဒသည္ ေထာက္ခံသူအမ်ားစုေရာ ကန္႔ကြက္သူအနည္းစုပါ ဥပေဒအရာတြင္ တန္းတူညီမွ် ခံစားခြင့္ရိွၾကပါသည္။

(၇) ျပည္တြင္း ျပည္ပအစိုးရႏွင့္ ကြဲလြဲဆန္႕က်င္ေသာ အဖြဲ႕အစည္းအင္အားစု အခ်ိဳ႕က ကုလသမဂၢ ကိုယ္စားလွယ္မ်ားအား အစိုးရကို အဆိုးျမင္ဆန္႕က်င္ေနေသာ အဖြဲ႕အစည္းအင္အားစုမ်ားႏွင့္သာ ေတြ႕ဆံုေစလိုျခင္းငွာ ၄င္းတို႔၏ အစြန္းေရာက္ တစ္ဖက္သတ္၀ါဒျဖန္႕မႈမ်ားကို ကာကြယ္ရန္ ႀကိဳးပမ္းျခင္းသာ ျဖစ္ပါသည္။ မစၥတာဂမ္ဘာရီသည္ ကုလသမဂၢ အေထြေထြအတြင္းေရးမွဴးခ်ဳပ္၏ အထူးအႀကံေပးပုဂၢိဳလ္ ျဖစ္ရံုသာမက ၀ါရင့္အဆင့္ျမင့္ ကုလသမဂၢကိုယ္စားလွယ္ႀကီးတစ္ဦး ျဖစ္သျဖင့္ ယခုကဲ့သို႔ ျမန္မာႏိုင္ငံအတြင္းမ်ာ အစိုးရအပါအ၀င္ အစိုးရႏွင့္ သေဘာထားကြဲလြဲေနေသာ ပါတီအဖြဲ႕အစည္းမ်ားပါမက်န္ အဖြဲ႕အစည္းေပါင္းစံုႏွင့္ ေတြ႕ဆံုေဆြးေႏြးျခင္းသည္ လြတ္လပ္ပြင့္လင္းလာေသာ ျမန္မာႏိုင္ငံ၏ ပါတီစံုဒီမိုကေရစီ ရုပ္ပံုလႊာကို ေပၚလြင္လာေစရံုသာမက ျမန္မာႏိုင္ငံႏွင့္ ကုလသမဂၢ အေထြေထြအတြင္းေရးမွဴးခ်ဳပ္၏ အထူးအႀကံေပးပုဂိၢဳလ္ မစၥတာဂမ္ဘာရီႏွင့္အဖြဲ႕ ျမန္မာႏိုင္ငံ ခရီးစဥ္အား ေထာက္ခံေၾကာင္း ထုတ္ျပန္အပ္ပါသည္။

(၁) ယေန႔ ကမၻာႀကီးသည္ (Globalization) ဂလိုဘယ္လိုက္ေဇးရွင္းေခတ္ကို ေရာက္လာ သျဖင့္ ၿပိဳကြဲေရးေခတ္ မဟုတ္ေတာ့ေပ။ ေပါင္းစည္းေရးေခတ္သို႔ အျပဳသေဘာ တိုးတက္လ်က္ ရိွေပသည္။

(၂) ျမန္မာႏိုင္ငံတြင္လည္း အၾကပ္အတည္းေပါင္းမွ ကင္းေ၀းေစၿပီး ကမၻာ့အလယ္မွာ ေခတ္မီ ဖြံ႕ၿဖိဳးတိုးတက္ေသာ ဒီမိုကေရစီႏိုင္ငံအျဖစ္ ထည္၀ါစြာ ရပ္တည္ႏိုင္ဖို႔ဆိုရင္ အမ်ိဳးသား အင္အားစုခ်င္း တင္းမာေရး၊ မေစ့စပ္ေရးေတြကို ေရွာင္ရွားၿပီး (အႏုသုခုမက်င့္စဥ္ျဖစ္ေသာ) အမ်ိဳးသားသင့္ျမတ္စည္းလံုးေရးကိုသာ တစ္ခုတည္းေသာ ထြက္ရာလမ္းအျဖစ္ ေရြးခ်ယ္ က်င့္သံုး သြားရန္ ျဖစ္ပါသည္။

(၃) ထို႔ေၾကာင့္ ျမန္မာႏိုင္ငံအက်ိဳးကို ပူးေပါင္းေဆာင္ရြက္ရန္ ၾသဂုတ္လ(၁၈)ရက္က ေရာက္လာခဲ့ေသာ ကုလသမဂၢအေထြေထြ အတြင္းေရးမွဴးခ်ဳပ္၏ အထူးအႀကံေပးပုဂိၢဳလ္မစၥတာ ဂမ္ဘာရီႏွင့္ အဖြဲ႕အား ေဒၚေအာင္ဆန္းစုၾကည္မွ ေတြ႕ဆံုရန္ ျငင္းပယ္မႈအေပၚ ေအာက္ပါ သေဘာထားအျမင္မ်ားကို ထုတ္ျပန္အပ္ပါသည္။

(က) ကုလသမဂၢအေထြေထြ အတြင္းေရးမွဴးခ်ဳပ္၏ အထူးအႀကံေပးပုဂိၢဳလ္ မစၥတာဂမ္ဘာရီ သည္ ျမန္မာႏိုင္ငံ၊ ရန္ကုန္ၿမိဳ႕တြင္ ေဒၚေအာင္ဆန္းစုၾကည္ႏွင့္ေတြ႕ဆံုရန္ အႀကိမ္ႀကိမ္ ေမတၱာ ရပ္ခံခဲ့ပါေသာ္လည္း NLD ပါတီ၏ ေခါင္းေဆာင္တစ္ဦးျဖစ္သည့္ ေဒၚေအာင္ဆန္းစုၾကည္မွ ေတြ႕ဆံုရန္ ျငင္းပယ္ျခင္းမွာ သံတမန္ဆက္ဆံေရးအရျဖစ္ေစ၊ လူ႔ယဥ္ေက်းမႈ က်င့္၀တ္အရ ျဖစ္ေစ ရိုင္းပ်စြာ တံု႕ျပန္ရာ ေရာက္ပါသည္။

(ခ) ေဒၚေအာင္ဆန္းစုၾကည္အေနႏွင့္ ကုလသမဂၢနဲ႕ေရာ ျမန္မာအစိုးရႏွင့္ပါ အမ်ိဳးသား သင့္ျမတ္စည္းလံုးေရးႏွင့္ ဒီမိုကေရစီေရးအတြက္ ေတြ႕ဆံုေဆြးေႏြးရန္ အလြန္ရခဲလွေသာ အခြင့္အေရး တစ္ရပ္ ဆံုးရႈံးသြားခဲ့ပါသည္။

(ဂ) ေဒၚေအာင္ဆန္းစုၾကည္အေနႏွင့္ မိမိတစ္ဦးအတြက္ အက်ိဳးရိွသည္ျဖစ္ေစ၊ မရိွသည္ ျဖစ္ေစ၊ ျမန္မာႏိုင္ငံႏွင့္ ျမန္မာျပည္သူတို႔ အက်ိဳးအတြက္ ကုလသမဂၢအေထြေထြ အတြင္းေရးမွဴးခ်ဳပ္၏ အထူးအႀကံေပးပုဂိၢဳလ္ မစၥတာဂမ္ဘာရီႏွင့္ အဖြဲ႕အား ေတြ႕ဆံုေဆြးေႏြး သင့္သည္။

(ဃ) အကယ္၍ မိမိအယူအဆမွန္ေနသည့္တိုင္ တစ္ဖက္သားအား လက္မခံႏိုင္ေသးရင္လည္း စိတ္ရွည္သည္းခံ ေဖ်ာင္္းဖ်အခ်ိန္ေစာင့္၊ ကိုယ္ပိုင္အေတြ႕အႀကံဳရေစေသာ ဒီမိုကေရစီထံုးတမ္း စဥ္လာမ်ားႏွင့္ အညီသာ ႀကိဳးပမ္းသင့္ပါသည္။

(င) ေဒၚေအာင္ဆန္းစုၾကည္အေနႏွင့္ ငါႏွင့္မတူ ငါ့ရန္သူဟူေသာ သေဘာထားျဖင့္ ကုလသမဂၢ အေထြေထြအတြင္းေရးမွဴးခ်ဳပ္၏ အထူးအႀကံေပးပုဂိၢဳလ္ မစၥတာဂမ္ဘာရီႏွင့္ အဖြဲ႕ အား ေတြ႕ဆံုရန္ ျငင္းပယ္မည္ဆိုပါလွ်င္ အလြန္ေခတ္ေနာက္က်ေသာ တစ္ကိုယ္ေကာင္း၀ါဒီ အျဖစ္မ်ိဳး က်ေရာက္သြားႏိုင္ပါသည္။
