Prime Minister meets departmental officials, social organizations
and local people of Mongyan, Metmang and Monghkat townships

NAY PYI TAW, 27 April—Prime Minister General Thein Sein, on his tour of Kengtung in Shan State (East), attended the opening ceremony of the runway of Kengtung airport on the morning of 25 April. Then, the Prime Minister, accompanied by Maj-Gen Min Aung Hlaing of the Ministry of Defence, Chairman of Shan State (East) Peace and Development Council Commander of Triangle Region Command Brig-Gen Kyaw Phyo, the ministers, the deputy ministers, the director-general of the Government Office and departmental heads, helicoptered to Mongyan in Kengtung District and arrived there at 9.45 am. On arrival there, the Prime Minister and party were welcomed by Col Win Naing of Mongyan Station,Chairman of Kengtung District Peace and Development Council U Hla Win Tin, Chairman of Mongyan Township Peace and Development Council U Ye Lin Aung and township-level departmental personnel. At the hall of Mongyan people’s hospital, Medical Superintendent Dr Ye Myint Aung updated the Prime Minister on medical care in the township and patient care at the hospital.
Next, Maj-Gen Min Aung Hlaing and Commander Brig-Gen Kyaw Phyo and Minister for Health Dr Kyaw Myint explained the contribution to medical care in the township and the Prime Minister fulfilled the requirements. The Prime Minister donated medical supplies for the hospital through the medical superintendent. Maj-Gen Min Aung Hlaing and the Minister for Health also presented medical equipment. The Prime Minister and party looked around the hospital and spoke words of encouragement to the inpatients and gave cash assistance to them. The Prime Minister and party also inspected the medical store, the laboratory and the X-ray room.
Afterwards, the Prime Minister proceeded to the township hall and met with township-level departmental personnel, members of the social organizations, townselders and local people. First, Chairman of Mongyan Township Peace and Development Council explained matters relating to agriculture, education, health, transport and development to the Prime Minister. The Prime Minister fulfilled the requirements. Next, Director-General of the Government Office Col Thant Shin explained the lighting with the use of bio batteries and the process of making bio batteries to those present. After that, Maj-Gen Min Aung Hlaing of the Ministry of Defence, Minister for Cooperatives Maj-Gen Tin Htut, Minister for Transport Maj-Gen Thein Swe and Minister for Commerce Brig-Gen Tin Naing Thein handed the clothing and sports equipment to township-level officials. Then the Prime Minister cordially greeted all those present.
The Prime Minister and party proceeded to Metmang in Kengtung District by helicopter and arrived there at noon and were welcomed by Metmang Township Peace and Development Council Chairman U Kyaw Soe, departmental personnel, teachers, students and townselders. Soon after they arrived there, the Prime Minister and party visited Metmang people’s hospital and comforted the inpatients and gave cash assistance to them.
The Prime Minister also donated medical supplies for the hospital and assistant surgeon Dr Myo Zaw Hein received them. Next, the Prime Minister met with township-level departmental personnel, members of the social organizations, townselders and local people at the township hall and gave necessary supplies for the township through the chairman of the Township Peace and Development Council. Maj-Gen Min Aung Hlaing of the Ministry of Defence, the commander and the ministers also handed the clothing, sports equipment and medical supplies. After that, the Director-General of the Government Office explained the lighting with the use of bio batteries and the process of making bio batteries to those present.
The Prime Minister cordially greeted all those present and left Metmang for Monghkat. On arrival at Monghkat, the Prime Minister and party were welcomed by Monghkat Townshop Peace and Development Council Chairman U Nyein Htwe, departmental personnel and local people.
The Prime Minister and party proceeded to Monghkat people’s hospital and spoke words of encouragement to the inpatients and gave cash assistance to them. Next, the Prime Minister looked around the theatre, the X-ray room and the medical store and handed medical supplies and equipment to Medical Superintendent Dr Khin Maung Tin. After that, the Prime Minister exhorted the health workers to make field trips to rural areas and educate the local people on health and prevention of diseases and lay down treatment programmes systematically and act accordingly.
Afterwards, the Prime Minister met with local people in Monghkat at the townhall. At the meeting, the chairman of the Monghkat Township Peace and Development Council reported on the agriculture, education, health, transportation and development sectors of the township. After hearing reports, the prime minister fulfilled the requirements for the development tasks. The Director-General of the Government Office demonstrated the ways for making a bio-gas powered-battery. Afterwards, the Prime Minister presented sports gear and aids to local people through the chairman of the township PDC, and the commander and the ministers presented clothes and aids to responsible officials.
After the meeting, the prime minister and party flew to Kengtung. During his tour of townships in Kengtung District in Shan State (East), the prime minister fulfilled the requirements of the townships. Speaking on the occasions, the Prime Minister briefed on the importance of trade in the Shan State (East) as the region shares borders with neighboring countries; on conditions of Shan State (East) which lagged behind in development as there broke out armed conflicts; and on the need for maintaining of peace and security in the region. He also briefed on implementation of the special development project and rural area development project of the Tatmadaw Government as part of efforts for narrowing development gaps and equitable development of all national races; on fruitful results of developments in the regions as the Tatmadaw Government fulfilled the requirements for the education and health sectors which play a key role in the development of the regions; and on implementation of the seven-step Road Map for transition to democracy. He also urged the entire people to strive as a national concern for success of the 2010 election in line with the State Constitution which was unanimously approved by the people and join hands with the government in nationbuilding endeavours.

Wahpa Dam supplying drinking water to Thaton dwellers, irrigating 2400 acres of farmlands



Last month, I made a field trip to Thaton District of Mon State to observe the higher living standard of the local farmers thanks to sluice gates built by Irrigation Department and their feeling. On the way to Irrigation Yeiktha of Thaton, we saw a signboard bearing “Town Water Supply” beside Thaton-Hpaan Road.
Staff Officer (Civil) U San Thwin of Construction (6) of Irrigation Department conducted us round the drinking water supply facility being undertaken by Thaton Township Development Affairs Committee for 68,730 people of five wards from Thaton. The department is supplying drinking water to the township from Wahpa Dam, 1.5 miles east of the town, through 24-inch diameter concrete pipelines. We had an interview with Deputy Staff Officer (Civil) U Hla Myaing of Irrigation Department which is maintaining Wahpa Dam in Thaton. He said, “In accord with the guidance of the Head of State, Wahpa Dam was built on Wahpa Creek in Thaton Township and it was inaugurated in 1994. In the past, selfreliant wells were dug for drinking water. In laterite soil, the wells had to be dug up to 60 feet deep. At present Wahpa Dam is supplying 2.43 million gallons of drinking water to the local people and irrigating 2400 acres of farmlands in Gaw, Binhlaing and Theingon Village-tracts. Moreover, water is being supplied to 500 acres of summer paddy plantations. The dam having over 200 inches of rainfalls annually drains out surplus water through the spillway.
We control water supply to the town and all the local people are being supplied with 20 gallons each of water per day.” To observe the water supply functions of the dam, we proceeded to the office of Township Development Affairs Department on Yongyi Road of Nankhe Ward in Thaton. Assistant Director Executive Officer U Myint Thein and Junior Engineer (Civil) Daw Khin Moe Hnin explained supply of water to the township. Assistant Director U Myint Thein said that a total of 630,000 gallons of water is being provided to 7,827 households of four wards in Thaton Township.
After performing the quality control task, drinking water is being supplied, he added. As over 500,000 gallons of water is added into the water supply facility, over 11 million gallons of water can be distributed to the urban area. He further explained that water from the dam is being pumped to 300,000-gallon-capacity water tank at the foot of Myathabeik Hill through 24-inch diameter concrete pipes. After that, drinking water from the tank is supplied systematically to the households installed with water meters in the urban areas, he said.
As part of efforts to develop the nation, the Irrigation Department and Township Development Affairs Department are joining hands in supplying water to Thaton dwellers and 2,400 acres of farmlands.

Lt-Gen Myint Swe attends opening of inter-village gravel road, new school building in Kyauktan


YANGON, 26 April— Lt-Gen Myint Swe of the Ministry of Defence, together with Chairman of Yangon Division Peace and Development Council Commander of Yangon Command Brig-Gen Win Myint, attended an opening ceremony of a new gravel road linking Sinmakaw village and
Tada village held at Sinmakaw village in the town of Tada yesterday.
Lt-Gen Myint Swe, the commander and an elderly villager cut the ribbon to open the new road, and they inspected the road. Next, they also attended a ceremony to open the new building of Sinmakaw Middle School (Branch). The commander, the chairman of District PDC and a villager cut the ribbon to open the new building. Lt-Gen Myint Swe and party inspected the new school building.
Afterwards, an official handed over documents related to the school building to the assistant township education officer. The commander presented publications for the Thuta Yeikmon Library to the chairman of the village council. Lt-Gen Myint Swe and the commander presented bio batteries and bulbs to responsible people and they had a documentary photo taken together. They also inspected repairs of the village drinking lake and the library. Lt-Gen Myint Swe donated periodicals to the library. Later, Lt-Gen Myint Swe and the commander inspected the rural dispensary and staff quarters and the currents of Hmawwin Creek.

Patrons of MAWFA visit Post- Nargis Myanma Arts and Crafts Exhibition and Sales Fair

association visited the Post-Nargis Myanma Arts and Crafts Exhibition and Sales Fair of Central Cooperative Society Ltd at Saya San Plaza, here, this morning. Officials of
Central Cooperative Society Ltd conducted the guests round the exhibition and sales fair and explained the purpose of holding it on the third floor of the plaza. Next, the
guests were entertained with the variety of songs. The fair was temporarily closed during the period of Maha Thingyan Festival and it is reopened from 9 am to 9 pm daily from 18 April to 7 May.On the ground floor, paintings and sculpture works, jade and gems, furniture, ready made garments, foodstuffs, rare books and consumer goods are being sold to the guests.

MYF gets new building

Hsintet, Pyawtywa river water pumping stations to irrigate 11,500 acres in Sagaing Division

of North-West Command Maj-Gen Myint Soe on 20 April arrived at Hsintet river water pumping project near Hsintet Village in Sagaing Township.At the briefing hall, project in-charge Assistant Director U Khin Latt and officials reported on completion of the project and cultivation of summer paddy for 2008-2009 cultivation season. After hearing the reports, the commander gave instructions on growing of summer paddy meeting the target and inspected supply of water to summer paddy fields from
the river water pumping station.Next, the commander went to Pyawtywa river water pumping project near Pyawtywa Village in Myinmu Township. At the briefing hall, officials briefed the commander on progress of the project. The commander gave instructions on implementation of the project as soon as possible and rice sufficiency in Sagaing District. After looking into the project, the commander attended to the needs.On completion, Hsintet river water pumping project will irrigate 6,500 acres of farmlands and Pyawtywa river water pumping project, 5,000 acres of farmlands all the year round. Now, Hsintet river water pumping project supplies water to 540 acres of summer paddy and Pyawtywa river water pumping project, 500 acres of summer paddy plantation.

Prime Minister's trip to China strengthens bilateral relations

At the invitation of the government of thePeople's Republic of China, Prime Minister of theUnion of Myanmar General Thein Sein left forBoao, Hainan Province to attend the Boao Forumfor Asia Annual Conference 2009 from 16 to 20April.Heads of States from the People's Republic ofChina, Vietnam, Papua New Guinea, Albania,Mongolia, New Zealand, Kazakhstan, Pakistanand Iran including Prime Minister General TheinSein, businessmen and scholars from internationalcommunities attended the conference.During his trip, Prime Minister General TheinSein met with Chinese Premier Mr Wen Jiabao andhad discussions on the question of how presentworld economy and financial crisis affect the Asiaregion and how to react the problems. PrimeMinister General Thein Sein said he believes thatthe meeting is very useful and he thanked China forits assistance for development process in Myanmar.At the discussions, Chinese Premier Mr WenJiabao said Myanmar is an agro-based countryand China has technology and experience in theagricultural sector. That is why bilateral cooperationin this field will benefit both countries. He alsoexpressed his government's support for politicalstability, economic growth in Myanmar andmeasures taken for national reconsolidation, asChina is a good neighbouring friend of Myanmar.The People's Republic of China andMyanmar shares border and both governmentsand the peoples have been maintaining friendly tiesfor many years. China understands politicaldevelopments in Myanmar and always stands byMyanmar in international circle as her goodneighbour reflecting consolidated friendly tiesbetween the two nations.We firmly believe that the Prime Minister'strip to China not only strengthens bilateral relationsbut also creates favourable conditions for economiccooperation between the two countries.

UMFCCI receives Malaysia Palm Oil Council

Make arrangements to provide lights to every house with the use of bio-batteries PM facilitates work in storm-affected areas









NAY PYI TAW, 6 April—Prime Minister General Thein Sein, who was in Pathein of Ayeyawady Division, accompanied by Maj-Gen Ko Ko of the Ministry of Defence, Chairman of Ayeyawady Division Peace and Development Council Commander of South-West Command Maj-Gen Kyaw Swe, ministers, deputy ministers, the Director- General of the Government Office, departmental heads, went to Kyeinchyaunggyi model village in Bogale Township yesterday morning.
At the briefing hall, the Prime Minister heard reports on construction of houses, living condition of households, cultivation of vegetables and windbreak, supply of water presented by Minister for Forestry Brig-Gen Thein Aung and on providing medical treatment by Deputy Minister for Health Dr Mya Oo.
Next, the Prime Minister and party inspected cultivation of wind-break and vegetable plants in households of the village. The Prime Minister cordially greeted the families there and asked business, health and educational condition and attended to the needs. The Prime Minister and party left Kyeinchyaunggyi model village in helicopters and inspected construction of Kyeinchyaunggyi- Kadon-kani road. On arrival at Kadonkani village in Bogale, the Prime Minister and party looked into hillocks and cyclone shelters being constructed by Htoo Companies Group. The Prime Minister then stressed the needs and viewed the progress of Kadonkani village in a motorcade. At the briefing hall, the Prime Minister explained progress in providing light with the use of bio-battery powered by buffalo, cow and pig dung to the departmental personnel, townselders, locals and told the chairman of the village PDC to make arrangements for lighting every household with the use of biobatteries.
Afterwards, the Prime Minister heard reports on construction of life-saving hillocks, and cyclone shelters in Kadonkani village presented by U Te Za, president of Htoo Companies Group.
The Prime Minister gave instructions on growing of grass on the hillocks and shady windbreak. He observed display of the scale model of the cyclone shelter. The Prime Minister and party left Kadonkani Village by helicopter. They inspected the axis of Amar-Htawpaing Road and arrived at Shwepyi Aye Village (Htawpaing). The Prime Minister cordially greeted villagers and asked them about their livelihood and business.
He then fulfilled the requirements. The Prime Minister and party had photos taken together with the local people. He explained progress in providing light with the use of bio-battery powered by buffalo, cow and pig dung to the villagers. He instructed the chairman of Village Peace and Development Council to make necessary arrangements for use of biobattery in every house as it saves money and prevents fire. Next, the Prime Minister, Maj-Gen Ko Ko, the commander, the ministers and the deputy ministers presented a generator and blankets for churches, generators and fluorescent lamps for the villagers, solar lamps for education, health and social organizations, farm implements and seeds for farmers to officials concerned. The Prime Minister and party inspected construction of embankments that prevent inflow of salt water and Setsan- Kyonkadun Road on the way to Kathamyin Village.
The Prime Minister and party cordially greeted the village people and met departmental personnel, townselders and local people at the basic townselders and local people at the basic education post-primary school.
Minister for Forestry Brig-Gen Thein Aung explained the supply of electricity with the use of bio-battery to them. On behalf of the local people, Daw Kapaw Htoo and U Saw Gaylay spoke words of thanks. Cultivate Union Spirit He said he went to the much-damaged villages as a first priority after the cyclone Nargis. Although he himself could not go to the villages with less damage, he arranged everything necessary for emergencies in response to the reports by local authorities concerned. He and the ministers and departmental heads were there to fulfill the requirements of the villages.
With a view to building up the Union of Myanmar into a peaceful, modern,developed nation, the government has been implementing the special development region project, national race development project and rural development project so as to ensure the development of all regions of the Union. As the country had been under the divideand- rule policy of colonialists for many years in the past, national races fought with each other for 40 or 50 years sticking to racism, regionalism and ideologies even in the postindependence period. As a consequence, those regions lagged behind in development. In reality, they have been living in the Union thorough thick and thin for many years despite slight differences in the forms and geographical conditions of their regions. Therefore, it is important for national people to cultivate Union Spirit no matter where they live. They also need to nurture their children to be equipped themselves with Union Spirit. It is necessary to thwart any destructive act leading to the disintegration of the Union with Union Spirit. Then the Prime Minister stressed the need for public cooperation with the government in the success of the 2010 general election.
Later, the Prime Minister and party had a documentary photo taken together with the local people. They helicoptered to Bogale. At the control office, Minister for Agriculture and Irrigation Maj-Gen Htay Oo reported on construction of embankments preventing against the flow of salt water in Ayeyawady Division. Maj-Gen Ko Ko and the commander gave supplementary reports. In response to the reports, the Prime Minister gave necessary instructions. Later, they went to Pathein by helicopter.

Prime Minister General Thein Sein inspects progress of storm-ravaged regions of Ayeyawady Division, construction of roads, cyclone shelters







NAY PYI TAW, 5 April—Prime Minister General Thein Sein, accompanied by Maj-Gen Ko Ko of the Ministry of Defence, the ministers, the deputy ministers, the directorgeneral of the Government Office and departmental heads, left Yangon at yesterday morning and arrived at the construction site of Razudaing Bridge No. 1 Project near Kyaikpi Village of Mawlamyinegyun Township to inspect development of stormravaged regions, progress of road network projects and construction of cyclone shelters in Ayeyawady Division.
The Prime Minister and party were welcomed by Chairman of Ayeyawady Division Peace and Development Council Commander of South-West Command Maj-Gen Kyaw Swe, Deputy Minister for Construction Brig-Gen Myint Thein, Deputy Minister for Progress of Border Areas and National Races and Development Affairs Col Tin Ngwe and departmental officials. At the briefing hall, the Prime Minister heard reports on facts about the Razudaing Bridge No. 1 Project and task for construction of RCD pile at pier PR No. 1 presented by Deputy Superintending Engineer U Tint Lwin of Bridge Construction Project Special Unit (1) of Public Works. The deputy minister gave a supplementary report.
After hearing the reports, the Prime Minister instructed officials to simultaneously carry out construction tasks on both sides of the bridge in order to complete the tasks ahead the schedule and fulfill the requirements of heavy machinery and man power to the project. The Prime Minister viewed piling work at RCD pile of pier PR. No.1 of the bridge. Razudaing Bridge No. 1 is under construction on Maubin-Yaylegale- S h w e t a u n g h m a w - Kyaikpi-Mawlamyinegyun Road.
Accompanied by the commander, the Prime Minister and party looked into progress in construction of Mawlamyinegyun- Hlinephone- Polaung-Pyinsalu Road and building of the dykes for prevention against the inflow of seawater by helicopter.
At Theikpan-gongyi Village of Labutta Township, they were welcomed by Chairman of Labutta Township Peace and development Council U Myint Oo and officials. At the Village PDC Office, the Prime Minister met with departmental officials and local people and explained lightings with the use of bio-battery through the combination of cow dung and salt. In his speech, the Prime Minister instructed the local people to uphold the Union Spirit and join hands with the Government in successfully holding of the 2010 election as the national duty. He added that teachers are to nurture students to become educated persons equipped with the Union Spirit for abiding by school and ward disciplines.
In implementing the national health plan, the Prime Minister pointed out that it is not enough to provide health care only in hospitals and thus health staff are to make field trips to the rural areas for disseminating health knowledge to the local people. Moreover, the Prime Minister urged the local people and the chairman of Village PDC to grow coconut, areca palm and vegetables on a commercial scale and undertake the tasks of integrated farming system. Professor Dr U Saw Simon Tha reported efforts to be made for development of the village based on the assistance
provided by the State and join hands with the government for progress of the nation without regionalism and racism in Myanmar and Kayin languages.
Minister for Communications, Posts and Telegraphs Brig-Gen Thein Zaw also explained establishment of telephone communication networks for enabling the local people to make trunk calls to various regions to perform economic and social tasks, and facilities provided to some villages to read newspapers with the use of computer through the telephone connection.
Next, the Prime Minister, Maj-Gen Ko Ko, the ministers, the deputy ministers and officials presented generators, fluorescent lamps, solar lanterns, blankets, agricultural implements, foodstuffs and seeds of vegetables. The commander and officials accepted the assistance. The Prime Minister inspected the construction of CDMA-450 radio station project of Myanma Posts and Telecommunications. Minister Brig-Gen Thein Zaw conducted the Prime Minister round the site.
Afterwards, the Prime Minister inspected the rural health center, construction of systematic construction of housing estates, growing of trees at the residences on a manageable scale, supply of water and functions of public telephone connection.
The Prime Minister and party viewed progress of Theikpangongyi Village by helicopter and proceeded to Pyinsalu. They inspected construction of the hillock and cyclone shelter by Max Myanmar Co Ltd in Pyinsalu. Deputy Minister Brig-Gen Myint Thein and officials reported on construction tasks. They also looked into building of cyclone shelter and hillock by A-1 Construction Co and gave necessary instructions.
While in Pyinsalu, the Prime Minister viewed trainees at the training course being conducted by Development Affairs Department at Pyinsalu BEHS and their practical works.
The Prime Minister instructed officials to conduct training course for the trainees enabling them to construct buildings practically. At the new town reclamation project in Labutta 3rd-Mile, the Prime Minister an party were welcomed by Col Myint Maung of the local Local people urged to uphold Union Spirit… station and officials. Director-General U Myo Myint of DAD reported on land reclamation, construction of roads, sites for construction of rainwater tank and building of 200- bed hospital and government offices.
After giving necessary instructions, the Prime Minister inspected the site for 200-bed hospital, houses and offices in a motorcade. They viewed construction of Labutta Sub- Power Station. Managing Director U Tin Aung of Electricity Supply Enterprise gave a supplementary report. Later, the Prime Minister and party looked into development of Labutta by car and left for Pathein by helicopter.

Strive for turning out educated human resources

The ceremony for opening a new building of Technological University (Mawlamyine) was held on 21 March and it was attended by Secretary-1 of the State Peace and Development Council and Chairman of Myanmar Education Committee General Thiha Thura Tin Aung Myint Oo. Now is the time when the entire nation is striving for the emergence of a peaceful, modern and developed nation. For this, each and every region is trying to turn out educated human resources who will be able to contribute not only to its own development but also to that of the nation as a whole. Moreover, science and technology is gaining greater momentum of development day after day and has come to have a strong influence on every sphere of human society. This being so, it is necessary to produce highly-qualified human resources, especially for the sector of science and technology. In this regard, the Head of State has given guidance that two main national forces are required for building a peaceful, modern and developed nation and that they are a patriotic force that can safeguard independence, sovereignty and nondisintegration of the Union and human resources that can make the best use of natural resources. Today is the age of knowledge and sustainable development of human society can be realized only through education. Therefore, the government is taking measures to turn out large numbers of educated human resources. The government has been opening more and more universities for the national youths across the Union in order that pursuit of higher education is within their reach.
