Bago Division is home to 30 national races, and our delegate group repersenting these national races attended the National Convention. Our delegate group had the opportunity to freely express our opinion at the National Conventional and cordially participated in the discussoons to formulate the fundenmental principles and detailed basic principles that most of the delegates accept.
Therefore, we firmly believe that at present, the fundamental principles and detailed basic principles unanimously approves by over1,000 delegates from eight delegate groups are the most appropriate for the Union of myanmar and all the national people.
Now, we firmly state that we do not agree to all the hints lacking recognition of the fundamental principles and detailed basic principles which all the delegates in addition to national race delegates have already discussed and adopted.
Our group hereby announces that we welcome the Commission for Drafting State Constitution and invite the groups that did not attend the National Convension to join hands with us in realization of the remaining steps of the seven step Road Map.

Therefore, we view that appointment of U Aung Kyi as Minister for Relations as advised by Mr Gambari, special adviser to the Secretary-General of the United Nations, and meetings held between U Aung kyi and Daw Aung San Suu Kyi to be a move to the national reconsolidation.
we Believe that Mr Gambari understands the objetive conditions of Mynamar and will stand by the truth and will held remove the pressure being put unfairly on the country.

Announcement of national race delegates from Shan State (East) to

National Convention

Altogether over 1000 national race delegates from 325 townships in the country attended the successfully-completed National Convention and eight delegate groups participated in the disscussions. Out of the eight delegate groups, the delegate group of national races comprises 641 delegates and it is the largest in number. A total of 29 delegates from Shan State (East) participated in the disscussion of the delegate group of national races.
We view the meetings between Minister for Relations U Aung Kyi and Daw Aung San Suu Kyi as positive moveto national reconsolidation.
Mr Gambari, special adviser to the United Nations, Secretary-General released the statement of Daw Aung San Suu Kyi wrriten in English on her behalf in Singapore on 8 November.
Obviously the usage contained in the statement is seen as arrangance and dose not reflect Myanma customs and Myanmar way of life. We are opposed to the statement in such a time.
Those who are going to draft the State Constitution must be the ones who have a wide range of knowledge of Myanmar history, culture and customs. During the period of serving the interests of Myanmar nationals will emerge as educated and experienced Mynamar citizens are going to draft it.
Therefore, we here by declare that we support the Commission for Drafting State Constitution formed on 18 October 2007.

Monhin/Monha People's Militia(Local) Group in Mongyai Township of Shan State (North) was set up on 29-11-2001 with a view to implementing regional developement and security tasks according to the goverment programme. Upholding Our Three Main National Causes for perpetuation of the Union, we discussed the fundamental principles and detailed basic principles with Union Spirit and adopted them at the National Convention represented by all the national race delegates.
The 12-11-2007 statement issued by National League for Democracy implies that Daw Aung San Suu Kyi represents all the national races as her duty. In reality, it is against our wishes and therefore we do not accept it.

Monekoe/Phaunghsai People's Militia( Local) Group in Monekoe Township of Shan State(Norht)was formed with local national races in 1972. As ours is a border region, we are constantly carrying out tasks for regional security, prevalence of law and order and regional development.
We support and welcome the formation of the Commission for Drafting State Constitution by the State with national legal experts to draft a State constitution based on fundamental principles and detailed basic principles that the National Convention has already adopted.
Likewise, we welcome meetings between Minister U Aung Kyi appointed as Minister for Relations on behalf of the government and Daw Aung San Suu Kyi.
The 12-11-2007 statement by National League for Democracy implies that Dw Aung San Suu Kyi represents the wishes the wishes and interest of all the national races as her duty. In really, it is against our wishes and therefore we do not accept it

The clever Bush (Iguana)

In an atempt to avoid the Iraq crisis he was going to face at the United Nations General Assembly. Bush (his name rhyming the term of an iguana or in a state of very poor), though his followers, submitted to the UN the exaggerated issue of Myanmar where there was no problem. If compared with the Iraq crisis of Bush ( the iguana)the exaggerated issue of Myanmar was just a trifile matter.It was very small indeed. He was too clever. He replaces his problem of Iraq crisis he had to deal with at the UN with Myanmar issue. Could it be possible for him to cover up the foot print of an elephant with the mouse skin (goal hide)?
He has to take note that it would be a temporary solution to the problem. No god would forgive him for the sins he had commited. If he had not started the crisis there would not have been the deaths of more than 4,000 American soldiers and that of more than 50,000 Iraq pepole, There would not be any economic slump in the US either. A large sum of US dollars need not have to be wasted on military spending. There will not be any rise in the price of oil, of course. There would not be any problems at all unless the fellow started the Iraq war.
As a member of the global people, as his true friend and out of sincere good will, I would like to remind him. What is certain is that Mr Bush and his country would suffer in return for the military, economic and political problems he had created in Iraq, Afghanistan and the workd over causing widespread distress of the world population. There would be reaction for any action. So, he had to repay the debt of his wrong doings.If he is repentant and starts doing good work. If he saves all the money ear-marked for military spending and intelligence costs and donates them to the world nations, there will be no enemies, but friends who will protect him joining hands among themselves.
Friends and youths of Myanmar, I am telling you what kiond of a person Bush is, out of my goodwill. You have thought highly of him, haven't you? I do not know for certain what kind of country and people to which Bush belongs.What is certain is that the world people had not been pleased with the country and the people of Bush for their bullying nature in the past. When, Mr Bush came to power the people began to hate his nation even more because of him. In other words, Bush whom you have thought highly of is the bane of the world people. He is hated by many. Friends and youths, are you going to make him your mentor?
Please weight things up. Find out the true nature of someone you are going to make your mentor.The follower of an evil person will be a similar one like him.He wins the nod or support of his associates simply because of his political, economic and military strengths. Once he was said to have expressed what kind of nationality his was with thumbs up whenever he boarded the plane.Now , they are surrounded by enemies ans so, they are not in a position to say to which nation or nationality they belong.It is pretty bad.
Friendsand youths, are you willing to associate with such people? I am worried about the company you are going to keep. Sometimes, one wrong step taken by someone is not necessarily concerned with the one in question only.It may adversely affect his relatives, his society, his race and his nation as a whole. So, be careful.
I am writing about the"Igunan" just because I hate him and his people. I am writing this to inform my friends and my relatives so that they will not be tricked or misled.
Mr"Iguana" rythlessly conspired a scheme spending as much as two million US dollars to cause a problem to Myanmar for a time so that he would be able to avoid the question of Iraq crisis to be raised at the UN Security Council True, there was a little inconveniences in Myanmar. However, the people of Myanmar are well known for their loving-kindness.They have faith in the benefits or otherwise of what they have done,good or bad. They uphold truthfulness. In other words, the fate originates in the good will. Well, the loving-kindness and goodwill of the present leadership towards Myanmar(own nation) is incomparable to that of the notorious international rogue Mr"Igunan" or that of his minions- destructive elements at home and abroad.
Today's leadership and the people (good people)of Myanmar have been doing their bit for the building of their nation despite the hindrance of Mr"Iguana" or economic sanctions. All over the nation, one and all will witness social, health and education facilities, transport and communications infrastructures, bridges and irrigation networks that have been brought about.
On the other hand, the winner of numerous awards who has been nurtured by Mr"Iguana" and associates is not found to be spending her cash reward well-being of Myanmar or on her party. I have learned that a two-storey or three-storey building or something has been built on the Downing Street in England. Myanmar people resident in England will known whether it is a rumour or the truth. I do not want to say for sure since I have not seen it personality. Interested persons are requested to make enquiries.
Shall we study the patriotism of the woman nurtured by Mr"Iguana" and associates During her stay in England for 15 years I learned that she never went to the Myanmar Embassy. She was said to have sent someone to the embassy to renew her passport. She did not attend ceremonies of Myanmar. For her it seemed that the ceremonies organized by the Myanmar Embassy in England were nothing much but something to be looked down. What she favoured were the Western dances and ceremonies . But now she is saying that she loves Myanmar dearly. She sometimes wore traditional Myanmar cotton blouse(pinni ingyi). A person who never kow-towed at the tomb of her father but just bowed her head, was said tl have paid obeisance to the protesters walking in procession. Let it be. It is quite without my intention to write about Mr"Iguana" and her. I am just reminding my friends and youths in order that they may not associate with bad company. If they get into bad company there will certainly be ill effects the way a leaf smells foul if it has been used for packing foul fish.
A study of the recent political manocuvre conspired by Mr"Igunan" and his associates and the traitorous elements at home and abroad will show that they would not spare even the monks, revered by the goverment and the people as one of three Gems. They did so for the success of their party . They organized and instigated the young monks making the latter arrogantly breach the Vinaya rules formulated by the Buddha Himself to protect the Sasana (Buddhism). Good spirits very well know what is in the minds of unscrupulous elements. What they would like to see was the sufferings and the anxiety of the largest number of people. Mr"Iguana" and his minions or traitorous elements inside the nation were not pleased when their scheme did not work as expected. The Sasana or Buddhism being harmed and disintegration of the nation - these are evil consequenses the government and the people could not afford or they could not remain indifferent to them. So, the government had to act under utmost control ensuring minimum losses.
Mr"Iguana"and associates such as VOA, BBC, and RFA were instigators inciting people to violate the law and law breakers were agroup of extremists nurtured by Mr"Iguana" for ready use and a handful of inexperienced people. In fact, such persons are the people of Myanmar. On the other hand, the government is duty-bound to allay anxiety of the good people and protect them by ensuring the rule of law. When a problem arises solutions are to be found and actions has to be taken followed by losses and sufferings to the people of this land. The nation gains nothing. Obviously, the people of the nation of Mr"Iguana" will not be among those suffered. The persons in the country nurtured by Mr"Iguana", you should not expect to make profit. The biggest loser will be you and your country.Keep wait and watch, if you do not believe me. You will be punished, for sure.
When opportune, for information of the public, I would like to write about the remnant BCPs ( Burma Communist Party) under ground, who played a supporting role in the movie directed by Mr"Iguana". That is all for now. It is up to the wise and good people to consider and decide the rest themselves.

The Kayan Region Development Organization made peace with the Government on 27 February 1992. Since then, it has been actively carrying out regional development tasks. It also attended the National Convention. Like other delegate groups, it participated in the discussions in order that fundamental principles and detailed basic principles could be laid down at the National Convention.
As the fundamental principles and detailed basic principles have been adopted after coordination and discussions based on Myanmar’s prevailing conditions, we firmly believe that they are the most suitable for the State and the people. Our organization welcomes the Commission for Drafting State Constitution that is going to draft a constitution based on the fundamental principles and detailed basic principles.
At a time when seven-step Road Map is being implemented collectively, we declare that ours is not a follower of any party.
Our organization has expressed wishes of national races and discussed them at the National Convention. Hence, we cannot accept any offers that can harm the alreadyadopted fundamental principles and detailed basic principles and we hereby announce that we will steadfastly continue participating in the realization of the seven-step Road Map.

The Shan State Kokang Democratic Party is a political party formed with the aim of introducing democratic practice to the State and enabling Kokang people to enjoy rights together with othernational races.
The Shan State Kokang Democratic Party believes that the National Convention was a forum where political parties, national race groups and other mass and class organizations in Myanmar were able to hold discussions widely. The party also believes that fundamental principles and detailed basic principles adopted by the National Convention represent the desire of the entire people. Discussions were made for emergence of the selfadministered zones in the National Convention. As a result, Kokang self-administered zone comprisinging Laukkai and Kongyan Townships was included in laying down the fundamental principles. It is obviously found that the National Convention can bring about the opportunities that had not been included in the previous constitutions for national races. After holding the National Convention successfully, the government formed a Commission for Drafting State Constitution on 18-10-2007 for continued implementation of seven-step Road Map. The party supports and welcomes the measures.
In the statement of Daw Aung San Suu Kyi issued on 8 November, it is found that some points imply that her party will represent the national races. Such expression is not in conformity with the attitude of our party and we cannot accept it.
Vice-Chairman-2 of Shan State Kokang Democratic Party U Yan Kyin Maw on 23 May 2007 resigned of his own volition from the illegally formed Committee Representing People’s Parliament.
It is found that the statement of Daw Aung San Suu Kyi issued on 13 November through the UN Special Adviser falsely said that SSKDP supports and welcomes her statement.
The SSKDP does not know the statement at all nor agree to it. We do not accept using of the name of the SSKDP and condemn it.
We announce that the party will continue to take part in the tasks with seriousness in accord with the sevenstep Road Map.

Announcement of National Unity Party

1. The National Unity Party is a legal party that stands and carries out activities in accordance with its own guidelines, policies and methods.
2. It is also a party that gives a serious attention to national unity and national reconsolidation, which are necessary for the nation.
3. We welcome the plans to hold talks between the government and Daw Aung San Suu Kyi for realizing national reconsolidation as constructive meansure. However, in the statement released by Daw Aung San Suu Kyi through the United Nations Secretary- General’s Special Adviser Mr Gambari, some points imply that she will also represent other political parties for their stances and in their interests. Her stance is against the points in No 1 paragraph mentioned above. So, we do not accept her stance and we oppose it.
4. We believe that talks to be held for realizing national reconsolidation must be within the framework of the National Convention’s work programmes that represent the entire people. So, we will continue to cooperate with national forces in implementing the State’s seven-step Road Map.

Announcement

The Pa-Oh National Organization made peace with the Government in 1991 and has been carrying out regional development works. It also participated in the delegate group of other invited persons in the National Convention.
As PNO coordinated at the National Convention for gaining self-administered zone,fundamental principles have been adopted for Pa-Oh Self-Administered Zone comprising Pinlaung, Hsihseng and Hopong townships. Similarly, Wa, Kokang, Danu, Palaung and Naga nationals attained Self-Administered Division or Self-Administered Zone. In addition, fundamental principles and detailed basic principles have been adopted to provide appropriate legislative, administrative and judicial powers to Regions and States. Thus, it can be found that fundamental principles and detailed basic principles adopted by the National Convention provide rights for the national races as never before when compared with previous Constitutions.
After the successful completion of the National Convention, the Government has formed the 54-member Commission for Drafting State Constitution. Therefore, the implementation of the seven-step Road Map can now be continued with momentum.
While there emerge good conditions for the national reconsolidation and democratization, the meetings between Minister U Aung Kyi who has been appointed and assigned duty as Minister for Relations and Daw Aung San Suu Kyi started. We, the PNO, welcome them. We assume that these meetings are meant for the national reconsolidation between the Government and Daw Aung San Suu Kyi. However, in the recent statement by Mr Gambari on behalf of Daw Aung San Suu Kyi, there are some points implying that Daw Aung San Suu Kyi will represent the national races . It is found that the statement was issued with individual desire and it is not official. We declare that the PNO rejects the invitation mentioned in that statement.
The Shan State Special Region (6) supports the forthcoming Constitution formulated with fundamental principles and detailed basic principles adopted by the National Convention. We declare that we will continue to participate steadfastly in the implementation of the seven-step Road Map.

The Union Pa-Oh National Organization registered as a political party at the Multi-party GeneralElection Commission on 1 November 1988, and it is stillstanding as a legal political party.
The objectives of our party are to ensure perpetual existence of the Union ofMyanmar, to forge national solidarity, and to cooperate with other national racesfor improvement of Pa-Oh national people’s economic, social and cultural affairs.
In accordance with our policies, we attended the National Convention to contribute towards the prescribing of rights of national races including that of Pa-Oh nationals in the constitution. The representatives of our party held discussions thoroughly with the representatives of the eight delegate groups that represent the entire people, and adopted basic principles and detailed basic principles. In the process, the delegate groups held discussions thoroughly and comprehensively to achieve solutions acceptable to all, and cooperated and coordinated to settle all disagreements in the interests of the people. Therefore, we would say that according to Myanmar’s political situations, the fundamental principles and detailed basic principles the National Convention has adopted are the most suitable ones for the nation. The Union Pa-Oh National Organization strongly believes that the forthcoming constitution bestows more rights on national races if compared with previous constitutions.
Our party considers that discussions held between Minister U Aung Kyi, who is assigned duties as Minister for Relations by the government, and Daw Aung San Suu Kyi are a symbol of positive development for national re-consolidation and we welcome this. We notice that the statement released abroad on behalf of Daw Aung San Suu Kyi by the United Nations Secretary-General’s Special Adviser Mr Gambari stipulates some points that imply that Daw Aung San Suu Kyi and the National League for Democracy (NLD) will represent ethnic groups. We hereby announce that statement is not legal because they did not seek our opinion to do so.
We assume that the statement is designed to use the complicate and delicate affairs of national races in Myanmar just in the interests of NLD. Ours is a party that stands with own policies, objectives and concepts. The Union Pa-Oh National Organization is not a follower of any individual or party. Thus, we announce that we do not accept the offer of the said statement.

Shan State (North) Kunlong Township Special Force

With the aim of contributing to restoration of law and order in the State, Kunlong Township Special Force was organized in 1975 under the name of Thaka-sa-pha (14) and the force was reorganized as the Special Force comprising 106 members on 14th April, 1989. Since then, the Special Force, joining hands with the Tatmadaw (Armed forces), has participated in regional development tasks and has been safeguarding the area.
Myanmar is home to 135 national races. Kunlong Township Special Force believes that all ethnic groups are to uphold Our Three Main National Causes.The statement released by the National League for Democracy and broadcast by foreign media said that it is NLD’sduty to give serious considerations to the interests of the ethnic groups, and it does not comply with the desire of Kunlong Township Special Force.

Panhsay Militia (Local) Group in Namhkam Township, Shan State (North), was set up as an organization on 21 May 1975 to combat insurgents. Later, it was reorganized as the anti-insurgent organization. Then, it was reconstituted as Panhsay Militia (Local) on 29 October 2001.
Our group joined the Tatmadaw and fought against insurgents inside and outside the country in the past. Now, with the leadership of the Tatmadaw, it is taking cooperative measures in the drive for the regional development and security of Panhsay.
Our group totally opposes one of the points in the statement the National League for Democracy released on 12 November 2007 that it represented the affairs of all national races.

Tamoenye/Lonhtang/Shaukhaw People’s Militia (Local) was formed in Kutkai Township, Shan State (North), on 13-10-1972 to ensure security and the rule of law and to carry out regional development work under the leadership of the Tatmadaw.
In the past, we worked together with the Tatmadaw to put an end to the internal insurgency and to ensure community peace in the region. Upholding ‘Our Three Main National Causes’, we are still working with Union Spirit for security and regional development according to the guidelines laid down by the government.
Now, the meetings are being held between Minister U Aung Kyi, appointed as Minister for Relations, and Daw Aung San Suu Kyi with a view to forging national reconsolidation and we welcome these meetings.
The 12 November 2007 statement by the National League for Democracy implies that it would represent the wishes and interests of political parties, political forces and national races and it was their duty. In reality, it is against our wishes and therefore we do not accept it.

Grow trees extensively for regional greening

The government conserves the nation's natural resources systematically.Now,it is nurturing more than 60,000 square miles of forest reserves and protected natural forests for sustainable progress of the forests across the nation.
So far,the government has established over one million square acres of forests including special teak plantations,tree plantations for commercial purpose,tree plantation for village firewood,tree plantations for producing industrial raw materials,and watershed tree plantations.
The arid zone situated in central Myanmar constitutes about 10 percent of the total area of the nation.The Nine-Distinct Greening Project was put into action in 1994 to regenerate the arid zone.Then,the project was expanded to cover as many as 13 districts.
Many dam clusters were built in the arid zone and local farmers come to grow crops extensively with the use of the water from the dams.So,that contributes towards the greening of the arid zone and antidesertification.
Myanmar's natural resources play an important role in the drive for national development and economic growth.
Thus,the natural resources are to be harnessed the most expeditiously.
The government is taking measures in a systematic way for environmental conservation and protecting forests.
Therefore,local organizations and people should grow more and more trees and conserve the nation's forests that serve as an engine for the greening of the region concerned.

Expedite border area development project

The government formed the Central Committee for Development of Border Areas and National Races and the Work Committee for Development of Border Areas that lagged behind development.
The Central Committee and various committees have spent millions of kyats on raising the socio-economic life of national races in border areas since 1989 and made efforts for forging national unity with greater momentum.
The government has been implementing the tasks of human resource development and narcotic drug elimination projects while building a large number of social infrastructures.With the better transportation in the regions,education,health and economic sectors of local people have improved day by day.
Socio-economic infrastructures have emerged in the border areas and marked progress has also been made due to prevalence of peace and stability,closer relations among the national races,and mutual trust and respect.
Achievements have also been made in implementation of border area development tasks on account of the right duty assignment,strategy and tactics laid down.
It is the duty of the entire people to make endeavours for the emergence of a modern developed new nation and consolidation of national unity in cooperation with the government.

Six killed in car collision in S-W Greece

NICOSIA,17Nov-Six people were killed in a head-on car crash early Friday in the Peloponnesus Peninsula of southwestern Greece.
The accident took place in a treacherous section of the Patras-Corinth national highway,according to reports from Athens News Agency.
The drivers of the two cars and three other passengers were killed immediately while another Romanian woman died in hospital a few hours later.

Brigade 19 of Shan State National Army realizing the goodwill of the Tatmadaw and supporting its endeavours returned to the legal fold on 11-6-1995.Hand in hand with the Tatmadaw, the Shan State Army has been able to carry out development tasks of its region with added momentum.
The regional development brought about political awareness among national races. Hence, it has abandoned the armed struggle line and exchanged arms
for peace on 27-6-2005. Members of the Shan State Army attended the National Convention as delegates of the national race delegate group.
The Union of Myanmar is home to over 100 national races. The Shan State Army firmly believe that every national race needs to put in the fore Our Three Main National Causes—non-disintegration of the Union, non-disintegration of national solidarity and perpetuation of sovereignty—for perpetual existence of the State.
The NLD meeting (12-11-2007) resolution quoted Daw Aung San Suu Kyi as saying that the desires of ethnic groups as NLD’s responsibilities. We are against the resolution.

Shan State (North) Special Region (7) Palaung Nationalities Group returned to the legal fold on 2 May 1991 when it came to understand the government’s benevolent attitude and support the government’s constructive activities. On 29 April 2005, we unconditionally exchanged arms for peace. Now, political awareness has been raised among Palaung nationalities, and we are strongly equipped with Union Spirit.
At the National Convention, representatives of national races constituted the largest number in holding discussions in the delegate group of political parties, the delegate group of representatives-elect, the delegate group of peasants, and the delegate group of workers. In like manner, the majority of the representatives are national races in the national races delegate group. And we were part of the delegate group of national races. Similarly, national races were the majority in the delegate group of intellectuals and intelligentsia and the delegate group of State service personnel. In the delegate group of other invited persons, the delegate group of peace groups who have returned to the legal fold, and the group of experts, the largest number of representatives were national races.
More than 1000 representatives from 325 townships across the nation represented the desire of national races, held discussions comprehensively and cordially and made decisions at the National Convention. So, we believe that the National Convention is only national forum where affairs of national races joined in the discussed.
We, members of Shan State (North) Special Region (7) Palaung Nationalities Group, support the State Peace and Development Council’s appointment of the Commission for Drafting the State Constitution comprising national legal experts under Notification No 2/2007 dated 18 October 2007.
We consider holding talks between Minister for Relations U Aung Kyi and Daw Aung San Suu Kyi to be positive measure.
The statement released in Singapore on 8 November on behalf of Daw Aung San Suu Kyi by Mr Gambari features some points that imply that they are responsible for the stances and interests of political forces and all ethnic groups. We hereby announce that they did so without seeking the opinion of national races and the people.
The strength of the said party’s representatives-elect is now less than 100 due to the fact that the party has lost public support, many of the members have resigned
from the party with no trust and respect between superiors and subordinates, and it got involved in many cases that were improper for a political party.
The statement is against our stance. So, the Palaung Nationalities Group hereby announces that we will never follow the instructions of any person or party. And we will constantly take part under the leadership of the Tatmadaw in the drive for ensuring national development and transition to genuine and discipline-flourishing democracy.

Homein Region Development and Welfare Group made peace with the government on 6-1-1996 and since then, it has been performing regional development work. We attended the National Convention and cordially discussed the affairs of the national races including that of ours and the drawing of an enduring constitution for the emergence of a genuine, discipline-flourishing democracy.
At the NC, we held discussions hilighting the national interest and national unity. Therefore, the fundamental principles and detailed basic principles the NC delegates laid down not only reflect the wishes of all the national people but also prove the national unity. The government formed the 54-member Commission for Drafting State Constitution on 18-10-2007. So, the nation has been in a position to steadfastly continue implementing the seven-step Road Map.
As the good conditions like national reconsolidation and democratic transition are prevailing in the nation, we believe that the meeting between U Aung Kyi, appointed as Minister for Relations, and Daw Aung San Suu Kyi is a vehicle for achieving national reconsolidation between the government and her only.
However, it is found that the recent statement Mr Gambari issued on Daw Aung San Suu Kyi’s behalf carries some points implying that she would represent the national races. The statement is found to be illegal as it has been issued according to a person’s wish. So, we hereby categorically announce that we do not accept her offer.
We also announce that we only support the emergence of a constitution that will be written based on the fundamental principles and detailed basic principles adopted by the NC and that we will steadfastly continue participating in implementing the seven-step Road Map.

The Phayagon Special Region Peace Group has abandoned the armed struggle line of KNU and unconditionally exchanged arms for peace. Therefore, we participated in the National Convention to secure rights of national races legally. The fundamental principles and detailed basic principles laid down at the National
Convention have guaranteed to give national races the legislative power, executive power and judiciary power that were not enjoyed in the past. Laying down the fundamental principles and detailed basic principles at the National Convention proved that the national reconsolidation had been realized.
National legal experts are included in the 54-member Commission for Drafting the State Constitution and it shows that national races also get an opportunity to participate in writing the draft constitution. As the third step of the Seven-Step Road Map has been taken, we believe that efforts for implementing the other steps will continue to be made.
However, while implementing the seven-step Road Map, Mr Gambari released a statement of Daw Aung San Suu Kyi on her behalf. We believe that according to the statement, the point implying that she will represent the national races is ignoring the national races’ desire that was expressed at the National Convention. In the interests of the country, we do not need to favour the interests of a person or a party. We must consider the interests of over 50 million people.
Hence, we, the Phayagon Special Region Peace Group, announce that we do not accept the act that harms the basic principles approved unanimously by delegates of eight delegate groups including national races and we will continue to fully cooperate with the government to implement the seven-step Road Map.
